Main Purpose of Job

This leadership position serves as the senior manager responsible for the strategic direction, control, development, implementation, and execution of the State Retirement Agency’s (SRA) information technology (IT) program. In this role, the Chief Technology Officer (CTO) assigns priorities and allocates information systems personnel, budget, and equipment to meet the technology (data, voice, Internet, and video) needs of the Agency. The Agency operates independently from the Department of IT "Enterprise," requiring the CTO to develop and maintain a six-year strategic plan for information systems development and operations. The position also contributes to the Agency’s overall business strategy, leading IT-related projects and supporting business operations, including managing major IT and business transitions, pension reforms, and system implementations. The Agency manages data for over 400,000 participants across 12 pension and retirement plans, disburses complex benefit payments, maintains payroll information, and oversees a $73 billion trust fund. The CTO acts as the point person for major IT projects, procurements, and contracts, reporting to various oversight bodies. Responsibilities include managing a Baltimore Data Center, a Disaster Recovery site in Annapolis, hybrid-cloud services, system development, security functions, and expanding internet and mobile technologies. The role requires ensuring high availability and reliability of services, maintaining a hybrid computing environment, and safeguarding IT security, with the CTO designated as the Agency’s Information Security Officer. Essentially, the Agency functions as a financial institution within the State government, requiring expert IT leadership.

POSITION DUTIES

  • Develop and deploy Agency IT strategies
  • Oversee IT functions and manage IS Division and project resources
  • Develop and enforce IT and security policies
  • Serve as the principal IT consultant for the Agency
  • Operate data centers and hybrid-cloud services
  • Lead systems development, hardware/network expansion, and security
  • Enhance internet and mobile technologies
  • Support participant relations via the “mySRPS” portal and real-time transactions
  • Designate and act as the Agency’s Security Officer
  • Engage with clients to ensure satisfaction

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in computer or information science from an accredited institution.

Experience: At least five years of experience in computer or information science.

DESIRED OR PREFERRED QUALIFICATIONS

  • Expertise in hybrid computing environments, including cloud integration
  • Experience with financial institution operations
  • Master’s degree or PhD in relevant fields (preferred)
  • Certifications or experience in Artificial Intelligence and Cyber Security
  • Ten or more years of experience (preferred but not required)
  • Candidates with over 5 years’ experience are encouraged to apply
