About This Position:
The mission of this position is to serve as a business operations program specialist for the Statewide Tolling Operations (Section 70) and provide support to the Statewide Program Manager II (Director of Tolling Operations,). This position assists in ensuring that the Statewide Tolling Operations complies with federal, state, local, and departmental laws, rules and regulations. This position is responsible for implementing program processes and procedures for DOTD Tolling Operations and is under the direct supervision of the Statewide Program Manager II (50470711) and the functional supervision of the DOTD Program Specialist 5 (50641653).
In addition, this position coordinates with internal and external partners regarding procurement, contracts, task orders, and supplemental agreements, assists with monitoring project status, budget status, end of project audits, evaluations, and legislative audit requests. This position can also serve as the Program Specialist for payroll audit and record retention, safety, training, and loss prevention. This position requires excellent written and verbal communication skills. This position requires some statewide travel.
While in official capacity, DOTD employees must comply with applicable Louisianan and Civil Service laws, rules, and regulations as well as DOTD policies, procedures, manuals and directives.

Minimum Qualifications
Three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
This position serves as the DOTD Program Specialist for operations and business programs for the Statewide Tolling Operations. This position assist with drafting, reviewing, and revising all Standard Operations Procedures (SOP) for Statewide Tolling Operations. Assists with creating, reviewing, and revising all new business rules for the existing Toll System as well as any additional Toll Systems.
Assist the Statewide Program Manager II in the preparation of new contracts, task orders, and supplemental agreements. Assists with the review, updates, or changes to existing contracts. This includes assisting with the monitoring of all contracts to ensure timely execution and budget requests each fiscal year for the Operating Funds, Capital Outlay Funds, and Federal Funds. This position is responsible for coordinating with the DOTD Procurement Section and Consultant Contract Services Section to review existing contracts. Also, consults internal and external partners including but not limited to DOTD Legal, Compliance, Financial Services, Budget, and Audit Sections, Legislative Auditors, and Trustee Banks for review, interpretation or verification of projects to ensure that they are complaint with DOTD, Federal, State, and Local regulations.
Assists with invoices for the Statewide Tolling Operations. Audits and process all invoices for payment. Maintains files and spreadsheets on all contracts and submits for audit when contracts are completed. This includes monitoring the invoices to ensure accuracy, legality, and conformance with the contract scope of services, contract time, and compensation.
Assists in the monthly reporting review and reconciliation of the Statewide Tolling Operations Toll System(s). This includes reviewing the contract deliverables to ensure the toll consultant is meeting expectations and the required key performance indicators (KPI). Assist in auditing and testing the toll system(s) to ensure accuracy in customer service.
Responsible for distributing monthly Safety Meeting and conduct monthly safety inspections. Audit and process payroll. Process employee travel expenses. Process all warehouse orders. Process Travel Card (T-Card) and LaCarte Purchasing Card (PCard) orders, T-Card and P-Card reconciliation and trainings. Audits and processes employee planning and evaluations. Functions as training coordinator. Assists the Statewide Program Manager II with on boarding and off boarding employees.
Perform other duties as directed by the Statewide Program Manager II or DOTD Program Manager. May be required to perform other duties as necessary, but not limited to emergency disaster support activities.
