Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Mission Support Directorate, Workforce Management Division located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above. Responsibilities In this position, you will serve as a Deputy and provide advice and guidance on program management, workforce management planning, administrative issues, and practices for USBP, a very large and complex workforce with a variety of occupations and organizations. You will advise senior leadership in planning, evaluating, integrating, and coordinating major and complex initiatives within USBP. This position starts at a salary of $167,603.00 (GS-15, Step 1) to $195,200.00 (GS-15, Step 10). As a Program Manager (Workforce Management), you will be responsible for developing and administrating program management and workforce management activities that foster mission accomplishment through the fair, effective, and economical use of hiring funds, contracts, staffing, optimization of streamlines hiring processes, oversight of data analytics, and policy review. Typical work assignments will include: Planning, organizing, and directing team efforts and monitoring progress to ensure realistic objectives and milestones are established, and mission requirements are accomplished in a timely manner. Serving as an advisor to management on the analysis and evaluation of recommendations for process improvements to ensure that goals and objectives are met in regard to staffing levels, attrition rates, progress towards executing USBP's hiring plan, and availability of salary funding which are of significant interest to congress. Leading workforce management initiatives of strategic importance to senior leadership to include the overall management, control, coordination, formulation, and execution of policies in workforce management areas. Identifying new technical and business capabilities needed to improve organizational performance and efficiency. Preparing special briefings and reports to management to foster understanding and acceptance of findings and recommendations. Qualifications Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Identifying operational problems, conflicting priorities, program deficiencies, and potential problem areas; Providing analytical insight into workforce management operations and a path forward by evaluating staffing levels and developing and providing resource allocation advice to senior management; Applying data and business analytics to formulate recruitment strategies and develop actionable recommendations based on the analysis; Adjusting work operations to meet priorities and changing program and production requirements within available resources and with minimal sacrifice of quality of work; Developing and prescribing procedures and techniques and furnishing policy guidance to subordinates. Additional Information Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment. Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.
