Overview
We are seeking a
Program Analyst
to support the Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) Modernization Policy (C5IMP) within the Warfare Systems Engineering Directorate at Naval Sea Systems Command (NAVSEA), Washington, DC. The position provides comprehensive programmatic and technical support to our Navy customer. This role also involves regular collaboration with NAVSEA, OPNAV N2N6, and various stakeholders to ensure consistent execution and compliance with Navy policy and standards. This is a hybrid role in Washington, DC. What will you do?
Responsibilities: Apply analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Conduct research and analysis of program requirements, procedures, performance, schedule, and risk. Collects, completes, organizes and interprets data relating to ship/weapon/project acquisition and product programs. Track program/project status and schedules. Applies government- instituted processes for documentation, change control management and data management. Develop and review briefing materials, technical manuals and publications, and process documentation. Participate in technical studies, design meetings and activities, program reviews and conferences. Provide Configuration Management and support modernization planning for all Navy Surface Ship Classes. Specific Tasking: Maintain Afloat Master Planning System (AMPS) database in accordance with USFFC COMPACTFLT Instruction requirements. Grant new AMPS access and Maintain access for C5IMP Configuration Change Board (CCB) Process. Collect data, determine and analyze actionable metrics, and initiate the configuration baseline during the C5I Modernization process for all deployers Update AMPS and ensure the data is current, accurate, consistent, and complete. Govern the electronic CCB (eCCB) and Risk Assessment processes to maintain the accuracy of the AMPS database. Monitor and assess the C5IMP and eCCB processes and document (and/or implement) recommended process improvements. Support Baseline Package Development and Update, Naval C5ISR Modernization Councils (NCMCs), Baseline Lock Events, PNA Review Meetings, Support the execution of the C5IMP program through the development and review of Task Planning Sheet (TPS) documentation and Statements of Work (SOW). Develop, maintain, and advise on risk management, coordinate with NAVSEA customers for consideration, development of and implementation of mitigation strategies. Monitor and stay current on tasking, policies, and instructions from the Fleet, OPNAV and NAVSEA. Maintain situational awareness of relevant C5IMP and Military Standards (MIL-STDs) and ensure alignment/conformance. Track and archive program data and maintain supporting documentation for reporting purposes. Serve as liaison with SEA 05H1 leadership for the review and approval of modernization and Risk messages, and Risk Forms. Provide C5IMP action status and deliverables to NAVSEA 05H customers. Participate in Collaboration and Decision Panels, and brief stakeholders and the Fleet as required. Support the Warfare System Certification team as needed. Do you have what it takes?
Minimum at least 5 years of program analysis or technical writing experience, preferably supporting Department of Defense or Navy programs. Bachelor’s degree required; advanced degree preferred or equivalent experience. Must possess and maintain an active SECRET clearance. Experience working with NAVSEA, OPNAV, and/or Navy certification processes preferred. Exceptional organizational, verbal, and written communication skills. Proven experience with Microsoft Office Suite, especially Word, Excel, PowerPoint, and Outlook. Strong attention to detail and ability to manage competing priorities in a fast-paced environment. Knowledge of NTP 3, MIL-STDs, and Navy message formatting is desirable. Pay Range: VTG’s estimated starting pay range is $75,000-$90,000 annually, which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range
