Are you a passionate special education professional ready to drive real change in career and technical education (CTE)? We’re looking for a dynamic Career Technical Planning District Consultant to serve as a vital link between state and local education systems—helping ensure students with disabilities have access to high-quality CTE programming.

This unique role is fully funded through the Office for Exceptional Children (OEC) via the Individuals with Disabilities Education Act (IDEA), Part B, and requires 100% dedication to supporting students with disabilities in CTE settings.

Minimum Qualifications

A master’s degree in the area for which an employee has primary responsibility (i.e., education, special education, education administration or appropriate related field or evidence of equivalency); specifically, in a leadership role in the area of Career Technology and/or special education. Three to five years of successful classroom teaching, school improvement planning, special education administration or related experience; a license appropriate to the individual’s profession (educational leadership, special education administration, intervention specialist, career-technical education). Strong background in Special Education is required. Experience with career-technical education, transition planning, or job training services preferred. Familiarity with IDEA, Perkins requirements, and school improvement processes. Ability to facilitate professional development and coach district/school personnel. Collaborative spirit with strong data analysis and systems-thinking skills. Strong, proven communication skills. Ability to travel regionally and statewide and adapt to diverse educational environments.

Key Responsibilities

District & School-Level Support:

Actively participate in IDEA reviews focused on career and technical education services. Support integration of special education services into school improvement plans (e.g., One Plan, Perkins Local Application). Collect and analyze CTE center data to identify support needs for students with disabilities and inform professional development planning. Serve on leadership and teacher-based teams to ensure alignment of CTE services for students with disabilities. Integrate special education services into school improvement planning processes (e.g., One Plan, Perkins Local Application). Collect, analyze, and interpret CTE center data to identify support needs Provide differentiated, tiered professional learning, coaching, and technical assistance based on regional and local needs. Facilitate annual self-reviews of special education service delivery in career-tech centers. Deliver high-quality professional development to Career Technical Centers and Career Technical Planning Districts (CTPDs), focused on instructional improvement and inclusive practices. Guide instructional staff in planning and implementing inclusive programs, identifying appropriate accommodations and instructional strategies for all learners. Systematically assess CTPD service needs and collaborate with regional service systems to design and deliver effective professional development. Develop and implement ongoing evaluations of professional development effectiveness in collaboration with CTPD staff. Stay current with and disseminate updates on federal, state, and regional education initiatives, including ODE, CTE, and OEC policies and requirements. Support CTPDs in understanding the implications of students’ learning characteristics for instruction and program planning. Participate in IDEA reviews and contribute to statewide discussions on priority training topics such as Career Connections, CTE standards, assessments, academic alignment, and special education service delivery. Collaborate with SST Special Education consultants to address issues identified in OEC Selective Reviews. Co-design and co-deliver required training sessions as needed. Regional & Statewide Leadership :

Represent Region 10 at State Support Team (SST) Career Tech and Transition meetings. Coordinate regional collaborative networks focused on special education in CTE. Participate in statewide planning and professional development events including OCTA and ACTE conferences. Intensive, Targeted, and Universal Support: Intensive (80%): Work directly with schools in priority status or at high risk for not meeting Perkins Indicators for SWD (students with disabilities). Targeted (15%): Use data to identify and support specific program areas in need of improvement. Universal (5%): Offer technical assistance and training across regional CTE centers.
