The mission of the Mayor's Office of Housing (MOH) is to make Boston a more equitable and inclusive city where all residents can thrive. MOH oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. Under the direct supervision of the Director for Neighborhood Housing Development (NHD) or designee, the Associate Director is responsible for overseeing a variety of housing development programs and projects.
General Responsibilities
Responsibilities :
Senior leader responsible for significant programmatic and staff oversight. Oversee major programs and projects within the division. Convene staff and coordinate work across the division. Ensure operational efficiency in support programs and projects. Act on the authority of the Director to advise Operations Manager on processes, reporting and systems necessary to support the division's success. Coordinate new planning and policy development efforts and make recommendations for approval by the Director and other agency leadership as needed. Work with the Director to produce the division's budget submissions and other budget and finance reports.
Development Management
Responsible for tracking the Citys affordable housing development pipeline. Maintain divisions projections of project milestones, organize and chair project management meetings, produce reports on project progress, and advise the Director on Division-wide goals. Lead design and development activity coordination, convening and facilitating NHD management team, including Assistant Directors and Senior Housing Development Officers. Direct supervision and ongoing performance appraisals of Senior Housing Development officers. Prepare, coordinate and manage Requests for Proposals for Funding, including federal, state and local resources, such as the Neighborhood Housing Trust (NHT) and the Community Preservation Committee (CPA) and associated Community Preservation Act funds. Manage the Citys funding RFP processes for preservation, production and acquisition. Supervise staff executing the process of property disposition including interdepartmental transfers and the sale of land and buildings and design strategies and goals for property disposition. Working with the Operations Manager, maintain policies & procedures and underwriting standards in a centralized, easy to access system. Ensure operational efficiency in support of project progress. Advise staff on project compliance. Conduct initial project reviews for new projects seeking future funding from MOH and other City sources. Advise development teams on project feasibility and eligibility for City support. Represent Deputy Director as needed in formal and informal communications with leadership at partner public and private funders. Act as liaison between City departments and appointed bodies on project-specific matters.
Finance & Budgeting
Oversee production of the divisions budget, averaging $50M from numerous funding sources, both federal and municipal. Propose budget investments and solutions to the Director. Prepare annual budget submissions and development finance projections and reports for the agency's Administration & Finance Division. Act as division representative to Administration & Finance for annual audits under the advisement of the Director. Ensure funding round awards match funding availability in the budget.
Policy & Program Innovation
Assist in the design and launch of innovative funding programs and new initiatives. Complete special projects identified by the Director or Director of MOH. Represent NHD at the MOH Policy Committee. Perform other related duties as required by the position.
Minimum Entrance Qualifications
At least five (5) years of full-time, or equivalent part-time, experience in housing, real estate development or finance, architecture, construction, or program management or project management. Appropriate educational substitutions may be made. At least three (3) years of experience supervising and managing staff. Excellent organizational, writing, negotiation, speaking, supervisory, and interpersonal skills. Working knowledge of federal and state regulations for housing and community development programs and resources. Working knowledge or experience with Microsoft Office and Google Suite. Working knowledge of real estate development and management, financing, housing construction, and rehabilitation. Ability to exercise good judgment and focus on detail.
