Description
Summary Job Goal: Under the direct supervision of the Tribal Services Manager, the Program Support Specialist reports to the Tribal Services CSD II; acts as supporting staff for the department, including development of policies and procedures and maintenance of a PDF library for Tribal Enrollment, and filing duties as assigned.
Performance Responsibilities: include the following. Other duties may be assigned.

  • Issues Tribal Identification Cards, Employee badges and maintains a database for issued materials.
  • Responsible of tribal I.D. equipment, laptop equipment, translator equipment and other tribal service equipment; lend and bring the equipment to and from sites.
  • Assists Program Support Coordinator of financial reporting of Tribal Id payment files, deposits etc.
  • Responsible for financial reporting of the Tribal ID payment files, deposits, etc.
  • Assists in setting up Unit Meetings & etc. with the AVCP Region.
  • Assists and provides overall support for the program, to include typing, filing and telephone reception.
  • Assists and provides administrative support to the immediate Supervisor and staff, maintains and updates programmatic records and spreadsheets, prepares and regularly updates all databases.
  • Assists with audits of documentation, preparation for staff meetings and training, and tracks program needs.
  • Works with Tribal Services staff on projects.
  • Maintains strict confidentiality of the information and the program.
  • Travels to villages to provide Tribal ID Services.
  • Participates in preparation and develop training materials, and present in workshop(s),ect., enrollment ordinances.
  • Maintain central files on AVCP village governments, organic documents, tribal enrollment records and compact resolutions. Responsible for the development and maintenance of the AVCP TSD departmental binders (manual, grants, etc.
  • Oversight of the Tribal ID files and operations and maintenance of equipment.
  • Assist AVCP region tribes with their enrollment issues to include training and formulations of enrollment ordinances and maintains enrollment files and database for issued materials for the region.
  • Maintain and update tribal council member and/ or full board listing monthly/quarterly.
  • Responsible for the maintenance and upkeep of tribal ID equipment.

Qualifications:
The individual must be able to perform each essential duty satisfactorily. Must have strong computer skills.

This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon- Kuskokwim Delta region.
Strong written, oral, organizational, and analytical skills are required. Bilingual Yup'ik/English is strongly preferred.
Must be able to travel to villages frequently.
Must have strong written and oral communication skills and establish and maintain effective programmatic working relationships.
Must be a self-starter and be able to work independently with minimal supervision, as well as work effectively as a team.
This position is subject to Native Preference per P.L. 93-638.

Strong adherence to corporate and departmental policies and procedures; maintain strict departmental and corporate confidentiality.
Knowledge of federal, state, and local regulations and grant program administration is preferred.
Familiarity with Yup'ik lifestyle, traditional, political, social, and cultural structures of the villages is preferred.
Education and Experience: High School diploma or GED is required. A minimum of two (2) years' experience in general secretarial and the clerical field is strongly preferred. Knowledge of Desktop publishing software-Microsoft publisher, electronic mail software- Microsoft Outlook, Copier and Printer-document publication binding, Microsoft Office-Word, Excel, Power Point, Teams, Printer, Scanner, Facsimile machine, Progeny and/or Rite Track required.
Certificates, Licenses, Registrations: Driver's License
If the use of a company vehicle is required, the employee must have an active Alaska Driver's license with a driving record that will allow the employee to be insured by the AVCP Vehicle Insurance Policy for use of company vehicles.
Salary Description
$49,759 - $64,630
