The Senior Director of Capital Strategy (Land Use Strategy) will oversee land use and neighborhood planning efforts that enhance transit access and utilization. This role involves representing the interests of MTA agencies in planning processes and engaging with stakeholders across the MTA service region, requiring a comprehensive understanding of MTA facilities and assets. Responsibilities
Develop a strategic framework for MTA facilities considering regional needs and land use trends. Aggregate data from multiple sources and collaborate with colleagues to build a knowledge base of MTA properties. Create compelling materials to communicate MTA's land use priorities using maps, images, and data. Participate in local land use entitlement and environmental review processes to support MTA interests. Support strategies to improve MTA's capacity to deliver long-term capital plans and transit operations related to land use. Lead neighborhood planning initiatives and develop partnerships to improve transit access and utilization. Coordinate with various MTA departments and external agencies to develop strategies and land use objectives. Lead planning studies, including internal efforts and limited consulting engagements. Engage with diverse constituencies, stakeholders, and political representatives, fostering strong relationships with municipal partners. Build collaborative relationships within C&D and the broader MTA organization. Manage and develop direct and indirect reports, providing coaching and counseling. Education and Experience
Bachelor's or Master's degree in Transportation, Urban Planning, Business, Public Policy, Economics, or related field. Minimum of 12 years of experience in transportation planning, infrastructure, finance, or related fields. At least 8 years of managerial experience. Master's degree preferred. Skills and Competencies
Excellent organizational, written, oral, and presentation skills. Strong strategic planning and leadership abilities. Creative problem-solving skills. Ability to work effectively at all organizational levels and in high-pressure environments. Effective communication with stakeholders. Analytical and quantitative skills, proficient in analytical applications. Proficiency in GIS, Illustrator, and large database systems. Selection Criteria
