Interim Solicitor – Environmental Law
for a public sector (state and local) legal department. Overview:
Our client is seeking a senior-level Interim Solicitor to lead its Environmental Law practice group. This high-impact role is ideal for a legal professional with deep expertise in environmental litigation, regulatory compliance, and public sector leadership. The ideal candidate will bring courtroom advocacy skills, policy fluency, and a passion for environmental justice. The assignment is expected to last 2–3 months, with a strong possibility of conversion to a permanent role by September or October 2025. The position is full-time, requiring 40 hours per week, with some potential for overtime. Company:

On site, with a minimum of 5 days in-office for the first month, flexible telework arrangement afterwards Responsibilities Include: Strategic Legal Counsel & Litigation Oversight Lead the legal response to complex environmental matters including litigation, administrative enforcement, and regulatory negotiations. Advise municipal agencies on compliance strategies and evolving mandates. Case Management & Representation Manage high-stakes environmental cases from intake through resolution. Represent the City in court and before regulatory bodies. Policy Monitoring & Regulatory Guidance Track and interpret federal and state environmental regulations (e.g., EPA, MDE). Translate policy shifts into actionable legal guidance. Supervise and mentor junior attorneys. Collaborate with the Defensive Litigation team on subpoenas and public records requests. Partner with the Department of Public Works and other stakeholders on consent decree compliance and sustainability initiatives. Subject Matter Expertise Demonstrate deep knowledge of environmental and energy law, regulatory frameworks, and enforcement trends. Qualifications: Licensed in Maryland (or eligible for waiver) Public sector experience in environmental litigation, especially in Maryland or similar jurisdictions Experience with consent decrees and high-level legal counsel Proven mentorship and legal talent development skills Strong risk management and compliance oversight background All interested and qualified candidates should apply directly to Major, Lindsey & Africa for review and consideration.
