The New York City Department of Environmental Protection (DEP) is seeking to fill the position of
Director of Environmental Health and Safety (EHS) Performance Measurement and Strategic Planning . Under general direction, but with latitude for independent action and judgment, the selected candidate will identify, prioritize, and set EHS performance goals consistent with best practices (e.g., ANSI/ASSP/ISO standards), risk identification, and reduction. The candidate will monitor Agency and Operational (bureau) performance related to established EHS goals through the management and execution of an audit program that measures the effectiveness of the EHS management system and program implementation at the operational level. The selected candidate will report directly to the Assistant Commissioner of EHS. DEP’s 6,000 employees are dedicated to protecting public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous material pollution. The scale of our organization is unmatched in any other water utility in the nation – each day, DEP delivers one billion gallons of high-quality drinking water to more than nine million New Yorkers and treats an average of 1.3 billion gallons of wastewater at 14 wastewater resource recovery facilities. DEP is also responsible for enforcing the City’s air and noise regulations and leads citywide sustainability and stormwater management initiatives. To support these functions, DEP has a substantial capital construction portfolio, with $11 billion under construction and an additional $3 billion in design. EHS policies and programs are integral to DEP’s core values, emphasizing Employee Safety and Environmental Compliance. The selected candidate will oversee four key EHS areas: Management of EHS program assessments, including development and oversight of audit and program assessment schedules, report preparation, and protocol updates. Ensuring access to professional development for DEP auditors by staying updated on industry best practices. Leading the development, presentation, and communication of EHS performance metrics, utilizing existing information systems and recommending improvements with a focus on both leading and lagging indicators. Developing and enhancing systems to track and report EHS compliance across bureaus, divisions, and facilities. Additional responsibilities include providing oversight for Process Safety Management and Risk Management Programs, particularly at two chlorine facilities, and managing a team of 13 employees. Minimum Qualifications A baccalaureate degree from an accredited institution, including 30 credits in biological and/or physical sciences, plus four years of full-time experience in inspections related to compliance with laws and regulations in environmental sanitation, with 18 months in an administrative or supervisory role; or An associate degree with 12 credits in sciences plus six years of relevant full-time experience; or Equivalent education and/or experience, with at least 60 college credits including 12 in sciences and two years as a public health sanitarian, including 18 months in a supervisory capacity. Preferred Skills Extensive experience managing complex EHS functions, with a minimum of 5 years in EHS auditing and risk management. Proven track record of improving EHS performance and compliance. Strong writing, regulatory research, and communication skills. Knowledge of OSHA/PESH, EPA, NYSDEC, FDNY, DOB regulations, and industry standards (ANSI/ISO/ASSP/AIHA). Supervisory experience and professional EHS certifications (e.g., CSP, ASP, CIH, CHMM) are preferred. Additional Information This position is open to qualified persons with a disability under the 55-a Program. Eligible employees may qualify for federal loan forgiveness programs.
