Strategic Operational Solutions, Inc. (STOPSO) is actively seeking an exceptional Strategic Capture Manager with a successful track record in capturing new business within the Department of Defense (DoD) and Federal/Civilian Sector markets. This role is crucial in driving business growth by developing and executing capture plans and strategies to maximize win probability across opportunities. Responsibilities include managing pipeline efforts from pursuit to pre-award, driving solution development, and ensuring proposal artifacts align with customer needs and evaluation criteria.

This position offers a hybrid work environment with remote work and on-site engagements as needed.
Position Duties and Tasks
Develop comprehensive capture plans and strategies, including analyzing customer needs, competitive landscape, and developing value propositions.
Assess and validate customer requirements, create targeted win strategies, and develop engagement plans.
Analyze customer and program priorities to formulate win themes and tailored benefits.
Gather intelligence on opportunities and assess competition to differentiate offerings.
Build and maintain relationships with stakeholders and facilitate collaboration.
Collaborate with technical teams to develop solutions that meet customer requirements and differentiate the organization.
Identify and mitigate risks, developing contingency plans.
Support pricing strategy through price-to-win analysis.
Assist in contract negotiations to secure favorable terms.
Review proposal artifacts to ensure alignment with evaluation criteria and win strategies.
Participate in internal reviews and lessons learned sessions.
Develop mitigation plans for risks and escalate issues promptly.
Collaborate proactively with stakeholders using tools like MS Teams, SharePoint, email, and calls.
Assist in writing non-technical proposal sections.
Continuously improve capture processes, tools, and methodologies.
Required Experience, Skills, and Qualifications
Bachelor's degree in management, Business, Finance, Communications, or technical discipline (additional experience may substitute).
Six+ years of success leading and winning federal captures over $40M as a capture manager.
Deep knowledge of the business development lifecycle and Shipley processes.
Understanding of federal procurement, contract types, and payment methods.
Ability to work efficiently under multiple efforts, deadlines, and changing priorities.
Experience with contract vehicles, research, and analysis.
Strong presentation, communication, and leadership skills.
Proficiency in Microsoft Office and SharePoint.
Excellent work ethic, organization, and time management skills.
Ability to work extended hours/weekends as needed.
U.S. Citizenship required.
Travel up to 25%.
Desired Experience, Skills, and Qualifications
Advanced degree in relevant fields.
Active APMP membership.
APMP Capture Practitioner Certification.
