BACKGROUND The Organization National Council of Jewish Women (NCJW) is a 132-year-old Jewish feminist civil rights organization working for equity and justice for women, children, and families in the United States and Israel. Through the efforts of our 250,000 grassroots advocates and 48 local sections, NCJW combines education, direct service, and advocacy to affect lasting social change at the local, state, and national levels. We approach our work Jewishly and through the intersections of gender, economic, and racial justice to center those most impacted. NCJW’s intersectional work in progressive and Jewish spaces has resulted in deep partnerships with secular and faith-based human rights organizations, BIPOC-led grassroots organizations, and governmental allies. The Position We are seeking an experienced and dynamic National Director of State Advocacy to lead and expand our grassroots advocacy efforts across the United States. Based at our Washington, DC headquarters, the National Director will develop a national field engagement strategy for federal and state advocacy, building on NCJW’s history of successful advocacy work, while managing a new team of regional Directors of Field Advocacy. This leadership role will be responsible for developing and executing a strategic vision and pedagogy for our national advocacy network, requiring a collaborative and strategic thinker with deep knowledge of advocacy, coalition-building, community organizing, and the Jewish communal landscape. The ideal candidate is an experienced manager and organizer who understands how to build power at the grassroots and grasstops levels, drive policy change, and engage diverse communities. ROLE OVERVIEW Develop the pedagogy, training, and ongoing professional development for the regional Directors of Field Advocacy, ensuring they have the skills, strategies, and resources to build powerful, effective advocacy campaigns in their regions. Oversee the recruitment, hiring, and onboarding of regional Directors of Field Advocacy, building a high-impact team to advance our grassroots organizing and advocacy efforts nationwide. Lead and manage a team of regional Directors of Field Advocacy, providing vision, guidance, and support to ensure strong regional impact and alignment with national goals. Develop and implement a comprehensive national field strategy that strengthens grassroots engagement, builds coalitions, and advances our advocacy priorities. Serve as the central point of coordination between the field team and our DC-based policy, communications, and organizing teams. Cultivate relationships with key stakeholders, including coalition partners, community leaders, and national Jewish organizations. Provide strategic leadership on grassroots and grasstops organizing initiatives to support legislative campaigns and issue advocacy efforts. Ensure effective communication, training, and support for professional and volunteer leaders and advocates. Analyze and assess field advocacy metrics and impact; adjust strategy and operations as needed to maximize effectiveness. THE IDEAL CANDIDATE Key Qualifications Minimum of seven years of experience in grassroots advocacy, community organizing, or coalition-building, with at least 3 years in a leadership role. Proven experience with federal policymaking processes and a clear understanding of the state-level policy and advocacy landscape. Demonstrated experience managing staff and/or teams, with the ability to mentor, support, and inspire a geographically dispersed field team. Deep understanding of the Jewish community, its diversity, and the issues that matter to Jewish communal life and policy priorities. Demonstrated success in building coalitions and working across lines of difference to advance shared goals. Strong strategic thinking, communication, and relationship-building skills. Experience developing and executing advocacy campaigns, both legislative and community-based. Ability to work in a fast-paced, collaborative environment. DC-based and able to work in person at our Washington, DC headquarters. Strong leadership and team management skills. Experience working in advocacy, nonprofit, or mission-driven organizations preferred. Interest in social justice, and progressive advocacy issues. Willingness to travel as needed (estimated 20-30%).
