Functional Financial Management Support Subject Matter Expert

Functional Financial Management Subject Matter Expert (SME) The Functional Financial Management SME provides high-level advisory and analytical support for financial management services. This role requires deep domain knowledge in financial processes, Oracle systems, resource planning, and strategic financial management. The SME will support specific task orders, engaging directly with senior government stakeholders and project teams. Responsibilities Management's essential functions include, but are not limited to: Providing expertise in Functional Financial Management, supporting development, deployment, operations, and sustainment of DoD or other federal agency program applications and related business processes. Leading or supporting policy development, operational strategies, and implementation plans. Conducting research and analysis to inform leadership decisions. Supporting the creation of briefings, reports, and other written products. Advising government clients on best practices, risks, and operational impacts. Participating in working groups and IPTs. Providing peer review and quality assurance for technical deliverables. Qualifications Education and Experience: Minimum 10 years of progressive responsible experience in relevant areas. Experience leading project teams in functional/technical design and implementation of program architecture. Expertise in financial management and Oracle systems, supporting testing functions. Proficiency with tools and technologies for building and analyzing financial data. Experience maintaining an Agile RTM. Participation in QT&E processes, delivering test results and analysis. Providing SME support during deployment and implementation, including training and user support. Supporting Agile development teams in testing and integration. Expertise in DoD, federal, and commercial finance practices as a systems SME. Experience as an Agile product owner supporting key business processes. Supporting automated compliance tools like Oracle GRC. Experience with audits by GAO, DoDIG, AFAA, and other agencies. Supporting Agile teams in program planning and backlog management. Recognized as a leader in the field. Bachelor's degree required; master's or doctoral preferred. Experience with DoD or federal agencies preferred. Clearance Requirements:

Active Secret clearance required; TS/SCI preferred or required based on task order. Location:

Varies by task order, including on-site locations like the Pentagon or Wright-Patterson AFB. Remote work possible with approval. Physical Requirements:

Ability to perform repetitive motions, follow audible commands in emergencies, and sit for prolonged periods at a desk working on a computer.
