VP or Director Tolling/ITS, Project Management –
We are seeking an experienced and highly motivated Project Manager to join our team in Southern California. This role will be instrumental in supporting and managing complex and technical projects across tolling systems, Intelligent Transportation Systems (ITS), and general transportation IT. The ideal candidate will have a proven track record of successfully delivering projects from initiation through operations and maintenance, with a strong focus on client satisfaction and technical excellence. This position will primarily support projects in California and the Pacific Northwest.
Support or manage complex and technical projects related to tolling systems, intelligent transportation systems (ITS), and general transportation IT, from initiation and planning through planning, deployment, testing, monitoring, and operations and maintenance. Support the delivery and execution of project scope, objectives, and requirements, ensuring close collaboration and alignment with clients and stakeholders. Proactively identify, assess, and mitigate project risks and issues. Ensure project deliverables meet high-quality standards and specified requirements. Implement rigorous quality review processes, manage version controls, and track comments and resolutions. Prepare and present comprehensive project progress statuses using reporting tools and dashboards. Monitor and meet defined performance metrics, tracking budget, time, scope, and communication details to ensure projects meet schedule and client expectations.
Provide technical leadership and oversight for various tolling projects, including but not limited to:
Electronic Toll Collection (ETC) systems design, implementation, and operations. Back-office systems and revenue collection. Feasibility studies, assessments, and concept of operations for tolling. Procurement document development
Lead and contribute to ITS projects focusing on:
Traffic management systems. Corridor management technologies and concepts Roadside devices and technology Real-time data collection and analysis for transportation.
Oversee and contribute to broader transportation IT initiatives, which may include:
IT infrastructure cloud-based upgrades and deployments. Software development lifecycle (SDLC) for transportation applications. Data governance and analytics within transportation systems. Network security and standards best practices.
Review and provide high-level technical input on design specifications, calculations, reports, and plans related to tolling and ITS projects. Stay current with emerging technologies, industry best practices, and relevant standards in tolling, ITS, and transportation IT. Lead and direct multi-disciplinary project teams, including internal staff, sub-consultants, contractors, and vendors. Foster a culture of trust, transparency, and accountability. Manage internal groups or outside vendors to identify, plan, negotiating contracts, deliver and monitoring performance to client specifications. Coordinate with various internal and external partners, including cross-discipline and functional teams, government agencies (e.g., DOTs), and other stakeholders. Comfortably present complex technical and project information to diverse audiences, including executives, client teams, and public forums. Contribute to and potentially lead the development of technical proposals, scopes of work, and budgeting for projected work. Assist in building and growing the firm's tolling and ITS practice in the specified regions. Key Requirements/Qualifications (for the requisition): Bachelor's degree in Civil Engineering, Computer Science, Information Technology, Business Administration preferred, or equivalent years of experience. 10+ years of demonstrated project management experience in tolling, Intelligent Transportation Systems (ITS), or closely related transportation IT projects. Proven experience managing complex projects with budgets, schedules, and technical requirements. Strong understanding of project management methodologies (e.g., Agile, Waterfall, Scrum) and proficiency with project management tools (e.g., MS Project, Smartsheet, ServiceNow, Jira). Demonstrated ability to lead and motivate cross-functional teams, both internal and external. Excellent written and oral communication, interpersonal, and presentation skills. Ability to work effectively in a dynamic, fast-paced environment and manage multiple tasks under tight deadlines. Strategic thinker with strong analytical and problem-solving abilities. Experience working on projects within California and/or the Pacific Northwest.
