Job Description

Primary Purpose The Area Construction Manager

- Home Office; will be responsible to support various Project Development teams in performing scope reviews, constructability reviews, participate in development of projects from pre-FEED, FEED and to FID phases. Work closely with project teams, engineering and procurement functions to help progression of projects to respective stages i.e. to FEED and FID.

In addition, the position is required to travel to US and Mx projects to perform safety walk-downs and assist the respective site teams for projects under construction execution. Perform ad-hoc roles/assignments on business trips for construction management support LNG projects.

Work with Project Director, Project Controls and Contracts in formulating contract and execution strategies. Help development of Sempra Project and Construction Execution plans and review EPC Contractors execution plans.

Perform constructability review during pre-FEED and FEED stage of the projects. Develop comprehensive site mobilization and temporary facility plans and work closely with selected FEED and EPC contractors. Ensure Sempra Health Safety and Security guidelines are part of Contractor's execution plans.

Duties and Responsibilities

Works with Site/Project Manager, Project engineering and HSSE teams to address safe design constructability to ensure the agreed sequential work is installed in a safe manner with acceptable quality.

Leads and engages in Safety meetings and site safety walkdowns when visiting project sites.

Ensures contractor has in place necessary site labor agreements and is in compliance with required labor laws.

Oversees and manages contractor(s) planning or construction activities to ensure compliance with the FEED or EPC contract, applicable permits, site regulations and construction safety program.

Reviews, monitors and tracks construction schedule and progress and ensures overall project schedule compliance

Reviews and authorizes validity of contractor payment application

Reviews and recommends resolutions regarding contractual disputes between owner and contractor

Provides input to project weekly and monthly construction progress report

Participates in regular contractor construction and project team meetings.

Ensures safe efficient turnover of plant to Commissioning and Start-up at mechanical Completion

Coordinates with Commissioning and Start-up Manager and engineers to facilitate start-up of the project in accordance with operations agreed system turnover plan and plant performance testing and expectations.

For the relevant project, manages the owner construction staff required for the project consisting of direct hires, contract employees and consultants and contractors.

Provides support as needed to assist with community relations matters

Manages compliance with proper and manufacturer required storage/preservation requirements

Ensures safe and secure heavy haul & heavy lift program for all transported equipment to and within the site

Assists with the receipt, tours and presentations for site visitors both internal and external.

Assists as required to ensure that project documentation including turnover packages, as builts, redlines etc. are completed properly.

Performs other duties as assigned (no more than 5% of duties).

Qualifications

Education

Bachelor's Degree Engineering or other technical discipline

or an equivalent combination of education and experience . Required

Master's Degree Engineering or other technical discipline. Preferred

Experience

10+

years of experience managing major mechanical construction projects including the construction of LNG, Oil & Gas, and energy infrastructure projects . Required

Experience with brownfield projects Preferred

Background in management or construction of energy infrastructure projects. Preferred

Knowledge, Skills and Abilities

Must possess knowledge and understanding of environmental requirements, construction practices/techniques, construction contracting, labor contracts and rules, and project controls and scheduling.

Experience in monitoring contractor's QA/QC performance.

Detailed knowledge of environmental and safety matters as they relate to the energy industry.

Must be detail oriented, analytical and computer literate.

Self-starter with proven leadership abilities, strong interpersonal skills and problem-solving abilities

Ability to align with the strategic direction of the company

Demonstrated project management skills

Strong negotiation skills

Team player with demonstrated ability to work with, influence and manage a team to get results.

Strong communication skills, both written and oral.

Proficient computer skills including project management, spreadsheets, database, word processing, and presentation software.

Strong knowledge of engineering and construction standards, materials, and companies/vendors processes.

Ability to manage scheduled field work and budgets

Bilingual - English/Spanish

Licenses and Certifications

Professional engineer's registration. Preferred

Pay Range

The estimated pay range for this job. Disclosing pay information promotes competitive and equitable pay.

The actual pay rate will depend on the person's qualifications and experience.

$141,800.00 - $212,700.00 / year
