Bachelor's degree required; Master's Degree preferred. Overall Assignment Description:
Allen Integrated Solutions is seeking a Program Manager for a hybrid contract to support the United States Patent Office. The role involves facilitating the implementation of IT transformation initiatives to create an agile infrastructure, support intelligent operations, and increase efficiencies, quality, and customer satisfaction. The contract aims to deliver effective services and solutions across over 30 USPTO products related to finance, acquisition, contract management, strategic planning, workforce development, change control, and communications. The focus areas include IT Workforce, Finance, Vendor/Acquisition/Analytics Support, and Agile Implementation for cross-functional teams supporting multiple product lines. The Program Manager will oversee the entire contract workforce and serve as the senior liaison between the Contractor and Government, working closely with the Contracting Officer, COR, and TTMs to ensure contractual requirements are met. The role involves active participation in meetings, briefings, conferences, and reviews, providing management, technical, cost, or schedule advice as needed. Duties Include: Implement Agile methodologies Plan, prepare, and execute tasks Manage resources and budgets Oversee schedule and task performance Manage risks and ensure quality assurance Handle reporting and deliverables Manage security and strategic planning Assess situations and provide recommendations Program and Task Management, Analysis, Coordination, and Reporting: Coordinate and communicate tasks/projects with government personnel Ensure timely delivery within schedule and budget Provide status updates, including deviations and remediation strategies Maintain complete and accessible task/project data Create reports for contract leadership Deliver annual progress, technical, and financial reports Develop a management plan outlining organizational structure Report labor hours monthly, including contractor and subcontractor efforts Provide weekly staffing capability reports Offer monthly utilization reports by site and overall effort
