The individual serves as a IT subject matter expert to the Office of the Chief Information Officer (OCIO), tasked with the implementation and management of the enterprise data governance program. This encompasses the establishment of policies, standards, and practices to ensure the quality, integrity, and security of data assets, all while promoting and advancing mission objectives.

Responsibilities

Data Governance Strategy and Implementation:

Establish and maintain data governance policies, standards, and procedures to ensure data quality, integrity, and security. This also includes adherence to other overseeing data directives from DoD. Assist in the creation and maintenance of a data governance framework, including data stewardship, data quality management, and data lifecycle management. The Data Governance Lead will work with the Chief Data Officer to understand the scope of OIG data assets at the domain level to understand full picture of what is being governed (e.g., legal, finance, human resources, mission domain 1, mission domain 2, etc.) and communicate to the data governance framework to the business. Assist in defining and driving the data governance roadmap, ensuring alignment with organizational priorities and objectives. Data Quality and Integrity:

Define, monitor, and enforce key performance indicators (KPIs) and data quality standards across the organization, establishing clear guidelines and criteria for data management. Implement data quality management processes and tools to ensure accuracy, consistency, and reliability of data. Conduct regular data quality assessments and audits, identifying data quality issues to be resolved by the Lead Data Steward in collaboration with other data stewards. Compliance and Risk Management:

Ensure compliance with legal, regulatory, and organizational data governance requirements. Collaborate with CISO and Cybersecurity to identify, assess, and mitigate data-related risks, including data privacy and security risks. Collaborate with the Cybersecurity team to ensure data protection and compliance with cybersecurity standards. Develop and maintain a data risk management framework, including risk assessment, mitigation, and monitoring processes. Stakeholder Engagement and Collaboration:

Engage with key stakeholders, including data owners, data stewards, and business units, to drive data governance initiatives. Provide training and support to stakeholders on data governance policies, standards, and practices. Facilitate cross-functional data governance committees or working groups to ensure alignment and collaboration. Data Stewardship and Management:

Facilitate data owner and stewardship activities, including data classification, metadata management, master data management, and data lineage tracking. Ensure proper documentation and communication of data governance processes and standards. Help develop and manage a data stewardship program, including the recruitment, training, and support of data stewards. Technology and Tools:

Implement and manage data governance tools, ensuring they are effectively utilized by stakeholders. Stay current with industry trends and advancements in data governance technologies and best practices. Help to integrate data governance tools with other enterprise systems and platforms to enhance data management capabilities. Reporting and Communication:

Develop and deliver regular reports on data governance activities, progress, and outcomes to senior leadership. Foster a culture of data-driven decision-making and continuous improvement. Create and maintain dashboards and visualizations to track and report on data governance metrics and KPIs. For example, showing progress and results of data governance projects or initiatives taking place across OIG. Continuous Improvement and Innovation:

Identify opportunities for continuous improvement in data governance processes and practices. Assist in leading initiatives to enhance data literacy, data governance maturity and capabilities within the OIG. Promote a culture of innovation and excellence in data management and governance. Participate in industry forums, conferences, and professional networks to stay informed about emerging trends and best practices.

Additional Qualifications/Responsibilities

Qualifications

Bachelor's degree in Information Technology, Computer Science, Data Management, or a related field. Minimum of 5-7 years of experience in data governance or a related field. Demonstrated experience in a leadership or senior specialist role within a data governance team. Experience working within a government or highly regulated environment is preferred. Certifications: Relevant certifications such as Certified Data Governance Professional (CDGP), Certified Information Management Professional (CIMP), or similar are desirable but not mandatory.
