Position Summary

The Vice President of Land Planning & Entitlements is a strategic senior leadership role responsible for overseeing and directing the planning, zoning, and entitlement process for the company's residential development pipeline across multiple U.S. markets currently including AZ, CO, ID, TX, FL. This role ensures each site is optimally positioned for development with all regulatory approvals in place, while managing risk, accelerating timelines, and aligning projects with company-wide investment goals.

Key Responsibilities:

Strategic Planning & Entitlement Execution

Lead national entitlement strategy for residential land assets including rezonings, platting, site plan approvals, and development agreements Evaluate land acquisition opportunities in coordination with Acquisitions, Development, and Legal teams for entitlement viability and land yield optimization Guide site planning, density strategies, and zoning due diligence to align with jurisdictional requirements and community expectations Municipal & Agency Relations

Serve as the primary liaison with city, county, and state planning officials, commissions, and public agencies Proactively manage the public hearing and community outreach process to build stakeholder support and mitigate entitlement risks Represent the company at planning and zoning hearings, public meetings, and neighborhood outreach events Team Leadership & Consultant Oversight

Recruit, lead, and mentor a high-performing team of entitlement and land planning professionals Manage and direct external consultants, including land planners, civil engineers, traffic consultants, and land use attorneys Oversee national entitlement tracking systems and workflows to ensure project consistency and cross-market visibility Regulatory & Risk Management

Monitor and interpret local land use regulations, zoning ordinances, comprehensive plans, and policy changes in active and target markets Anticipate and resolve entitlement issues that may impact project timelines, costs, or design Ensure regulatory compliance with all applicable planning, zoning, and environmental standards Cross-Functional Collaboration

Coordinate with Construction, Construction Services and Design teams to align entitlements with downstream deliverables Collaborate with capital partners and internal leadership to provide entitlement schedules, critical milestones, and risk updates Support feasibility modeling with entitlement constraints, timing assumptions, and infrastructure requirements Qualifications:

Required:

12+ years of experience in land planning, entitlements, or municipal planning, preferably in residential development Proven record of obtaining entitlements across multiple jurisdictions, ideally for BTR, SFR, or multifamily housing Expert knowledge of zoning codes, comprehensive planning, land development policy, and entitlement law Excellent communication, negotiation, and public speaking skills Ability to travel nationally and manage projects across multiple states simultaneously Preferred:

Master's degree in Urban Planning, Public Administration, Real Estate, or related field Experience with purpose-built rental housing or master-planned communities Established relationships with municipal agencies in high-growth markets (e.g., AZ, TX, FL, NC, CO) Compensation & Benefits:
