All Hamilton County Health Department employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health Department maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health Department employees are subject to modification to meet the needs of the community. The Hamilton County Health Department qualifies as a loan repayment site for those meeting eligibility.Under general supervision, provides medical care to patients and clinical and/or administrative oversight of health department programs; serves as medical director of Primary Care and Homeless Health Clinic.ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, physical requirements, knowledge, skills, abilities, and other characteristics. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned TasksEnsures clinical protocols, procedures, and workflows are current and provides evidence-based standards of care; evaluates and prioritizes clinical quality improvement measures and initiatives; participates in the recruitment process for providers and ensures candidates are qualified; represents the agency in the community at third-party meetings and events as needed;Serves as clinician champion for all clinic projects and initiatives occurring within the organization; provides support and medical supervision to providers; ensures providers meet the cultural, clinical, and performance expectations of the organization through peer reviews, observations, and ongoing performance evaluation;Serves as a representative to the health care community and other organizations as appropriate; develops positive relationships with local medical groups and hospital medical staff; serves as a member of the program's leadership team.Provides primary care services to include patient history, physical exam, and treatment plans; performs procedures and medical work within the scope of their training; integrates the work of the clinic with other programs within the agency and in the community to assist clients; acts as Supervising Physician for the Non-Physician Advanced Providers; available for consultation with such staff; shares in office call coverage, as necessary;Maintains up-to-date knowledge in the practice of medicine, in relation to the Physician's Board Certification; becomes familiar with and complies with all Health Department policies and procedures relating to the management of the Primary Care Program and Homeless Health Care Center and its employees; completes legible medical records in a timely manner including completing accurate and timely charting in the Electronic Medical Record on client visits, including orders, test results and progress notes summarizing client care for continuity of care between visits;Leads and guides a comprehensive quality improvement process which includes routine auditing of medical records to ensure quality clinical care and that clinical protocols are followed; Participates in continuing education programs and provides evidence of necessary education; leads clinical meetings with advanced providers on clinical protocols/management, operations, and education; conducts provider staff meetings and ensures meeting documentation is maintained. Minimum QualificationsMust have graduated from an accredited school of medicine with a Doctor of Medicine Degree (MD) or Doctor of Osteopathy degree (DO).Must possess a State of Tennessee medical license or have applied for licensure in the State of Tennessee.Must possess a Drug Enforcement Administration (DEA) registration. Must have completed residency for Internal Medicine or Family Practice and must be board certified or eligible for board certification in Internal Medicine or Family Practice within one (1) year of date of hire.
