The HSE Coordinator I will help to reduce the risk of job-related accidents, permit non-compliance, and environmental incidents through program participation and monitoring. The coordinator will assist with implementing company safety policies to promote occupational health, safety, and environmental (HSE) awareness through site inspections, trainings, and meetings.
TOTAL COMPENSATION $33.46 to $47.21 per hour ESSENTIAL DUTIES AND RESPONSIBILITIES Health & Safety Assists field supervisors in preparing and auditing compliance of job hazard analyses, safe work permits, safe work plans & practices, environment plans, Pre-Activity Plans (PAP’s), Daily Huddle, Weekly Tailgate Meeting and Monthly Safety Meeting. Implements company Drug and Alcohol testing and Reasonable Suspicion program. Issues PPE to Fiore workers as required. Evaluates and recommends controls for trenching, fall arrest, and lifting hazards. Participates in planning and auditing emergency response and orchestrates emergency drills when requested. Coordinates field investigations for Health and Safety accidents/incidents. Conducts and documents at least one formal site Health and Safety inspection per week per site and submits these to the Project Management team and Safety Manager. Evaluates Near Miss and Good Catch observation cards and enters into Fiore Rewards program. Coaches safe work behaviors with employees to obtain positive results. Sets SMART goals and works toward delivering on them.
DOT Compliance – if assigned Assists Safety Director, other HSE Coordinators, Transportation Manager, Equipment Manager, and DOT Auditors with gathering data for audits and assisting with report preparation and follow-up. Responsible to complete periodic (monthly) internal audits to identify areas for improvement. Periodically reconciles company data against 3rd party and DOT data. Reports to the scene of, makes a detailed investigation of, files claim for, follows up on corrective actions, and collects accident data to ensure receipt of DOT-required items into the FMSCA and corporate file system. Develops and delivers Monthly Safety Meeting, as well as required annual and periodic training to meet new and current driver, mechanic, and logistics personnel requirements. Oversee the New Driver Qualification Program. Applies for and maintains overweight, heavy transport and hazmat permits. Travels intended routes for hauling to find best and safest routes for project assignments. Administers Drug and Alcohol testing for post incident and random testing program. Performs other DOT related duties as assigned.
MSHA Compliance – if assigned Assists Safety Director, other HSE Coordinators, Transportation Manager, Equipment Manager, and DOT Auditors with gathering data for audits and assisting with report preparation and follow-up. Responsible to complete periodic (monthly) internal audits to identify areas for improvement. Periodically reconciles company data against 3rd party and DOT data. Demonstrates expertise with sand and gravel operation as they pertain to Mine Safety and Health Administration (MSHA) policy. Delivers required MSHA surface mining training per the training plan. Evaluates operators for safety function and knowledge of heavy equipment and provides coaching as necessary.
Environmental – if assigned Carries out weekly stormwater discharge inspection for each active work site. Updates and maintains site Stormwater Management Plan (SWMP) Enters inspection findings into SRM system and sends notifications for those projects we hold discharge permits for. Calls for and executes 811 One Call utility locates. Manages, track usage of, and installs city/county site water supply meter & hydrant use. Collects asbestos, soil, and water samples as required by permits and contracts. Applies for and manages federal, state and local construction dewatering permits and practices. Assists with updating and maintaining Safety Data Sheets (SDS). Understands the process, applies for, obtains/posts official copies, and maintains records for state, city and county permits related to storm water, erosion control, demolition, access, water use, and others.
QUALIFICATIONS Superior communication, interpersonal, EQ, and soft leadership skills, with the ability to coach, motivate, and train others in a calm and positive manner. Initiative, ownership, and follow-through, with a can-do attitude and the ability to effectively prioritize. Strong understanding of safety policies, rules, regulations, and procedures at the local, state, and federal levels to ensure compliance and enact best practices in regard to construction safety. Profoundly detail-oriented and organized with the ability to interpret data and communicate information to multiple sources in a highly effective manner. Strong analytical skills with the ability to compile and write various professional reports. Strong computer skills with significant experience and abilities with Microsoft Office Suite. Ability to arrange and deliver field meetings, Worker HSE Orientation, and HSE training in a clear, concise, and focused manner. Ability to multi-task and thrive in an environment where numerous tasks and projects are occurring simultaneously. Willingness to report HSE infractions to supervisors and monitor implementation of corrective measures for health, safety, or environment incidents and take immediate action to correct any immediately dangerous to life or health (IDLF) policy infractions.
EDUCATION and/or EXPERIENCE Required High School Diploma or equivalent with experience with programs, training, and practices related to LOTO, fall arrest, confined space, scaffolding, crane safety, PPE, safe driving, confined space entry, air monitoring, site/local safe work permits, trenching & trench box, heavy equipment, ladders, housekeeping, GHS/HazCom, First Aid/CPR/AED, 811 Utility locates, etc. Combination of college/technical training, cumulative field experience in civil construction, and hands-on construction experience in a lead position, all considered as important to the assignment. Preferred College and technical training preferred in Occupational Safety, Construction Management or other related fields. Direct experience with field safety management. Work with demolition, asbestos, lead and hazardous materials considered a plus. Work with trucking and DOT regulations considered a plus. Hands on experience with federal, state, city and county permit process for field operations. Construction Safety and Health Technician (CHST), Certified Occupational Safety Specialist (COSS), Graduate Safety Practitioner (GSP), Associate Safety Professional (ASP) or other verifiable HSE certification. If hired and certification is not held, the requirement will be complete a certification, at Company expense, within the first year. PHYSICAL Daily driving and visiting projects, and job sites. Willing to wear respiratory protection, climb ladders, squat, and work in tunnels, work at heights, work outdoors in both hot and cold conditions, and walk jobsites with uneven terrain. May be exposed to loud noises. Must be able to hear, see and identify hazards on an active construction site, lift and carry 40 lbs. 100 ft. without injury or pain, and operate light trucks and vehicles.
ENVIRONMENT Office and field environment. The position also requires the operation of standard office and communication equipment. Will be required to work in a variety of weather conditions common to Colorado and the West. Noise, dust, smells, heat, and cold are common and routine exposures of this position. Entering trenches, manhole and below grade excavations is required.
