Description
The Procurement and Planning Specialist reports to the Plant Manager and is responsible for acquiring the necessary equipment, materials, and services to keep Hamakua operating safety and efficiently. This includes support services to ensure complete and effective purchasing and warehousing operation including all storeroom, tool room, and office activities. This position is also responsible for providing support for plant maintenance management and maintenance and outage planning.
Hamakua Energy Plant is a 60 MW, combined cycle facility fuel with liquid fuels (biodiesel and naphtha) consisting of two LM2500 combustion turbine and one Mitsubishi steam turbine in Honoka'a, Hawai'i.
Essential Duties and Responsibilities
Purchasing & Inventory Management :
  • Monitor and control spare parts inventory, ensuring optimal stock levels based on equipment history, minimum/maximum levels, and reorder schedules.
  • Research, resolve, and track material-related issues concerning inventory, and ensure that all purchases align with plant operational needs.
  • Organize and maintain an efficient warehouse inventory system to guarantee timely availability of critical materials.
  • Process, track, and receive all purchase orders using the Computerized Maintenance Management System (CMMS).
Vendor & Supplier Coordination :
  • Seek out the best-quoted prices for goods and services, ensuring that purchases align with budget and operational requirements.
  • Implement annual sub-contract and blanket purchase renewals, working to secure the best pricing and quality for services.
  • Verify invoiced prices against quoted prices and process invoices for payment.
  • Initiate and expedite purchases based on operational needs and material availability.
Inventory Auditing & Reporting :
  • Perform regular inventory audits to ensure accuracy and accountability.
  • Prepare monthly variance, accrual, and usage reports for inventory management and financial tracking.
Plant Maintenance & Outage Planning Support:
  • Coordinate with maintenance and operations teams to plan and prepare materials and services required for scheduled outages and routine maintenance.
  • Ensure all critical spares and consumables are identified, ordered, and delivered ahead of maintenance windows.
  • Support development and tracking of outage schedules by aligning procurement activities with work plans.
  • Participate in outage planning meetings and provide timely updates on purchasing and material status.
  • Assist in post-outage evaluations to identify procurement and logistical improvements for future events.
Requirements
  • High School Diploma or equivalent required; Associate's degree or higher in Supply Chain Management, Business Administration, or a related field preferred.
  • Minimum 3 years of experience in procurement, purchasing, warehouse management, or maintenance planning.
  • Experience in power plants or industrial procurement is highly desirable
  • Project Management experience preferred
Skills:
  • Strong teamwork skills, ability to work within teams (internal and external teams).
  • Proficiency in procurement software and Microsoft Office (Excel, Word, PowerPoint).
  • Strong organizational skills with the ability to manage multiple tasks and priorities.
  • Excellent problem-solving and decision-making abilities.
  • Strong communication and negotiation skills.
  • Attention to detail and ability to maintain accuracy in records and inventory.
  • Meet physical requirements of the job such as performing tasks while standing, walking, climbing and squatting. Work with extended reach above head and in front of body and lift 50 pounds and carry while walking distances of up to 100 feet.
Certifications (Optional but preferred):
  • Certified Procurement Professional (CPP) or related certifications.
  • Forklift and/or hazardous materials handling certification is a plus.
