As the Senior Human Resources Business Partner (Sr. Recruiter), you'll serve as a strategic partner to our hiring departments, collaborating closely to address immediate staffing needs while also planning for long-term workforce strategies. You will also contribute to broader HR strategic initiatives, programs, and goals that support Valley Metro’s mission. The Senior Human Resources Business Partner ( Sr. Recruiter ) will possess the following skills and attributes: Full cycle recruiting from proactive sourcing to offer/onboarding Partner with hiring managers to define job roles and plan recruitment Set and monitor monthly, quarterly, and annual hiring goals Track key recruitment metrics (e.g., time to hire, source, time to fill) Manage candidate communication from sourcing, application to onboarding Source candidates via job boards, databases, networks, and referrals Conduct interviews across all hiring stages (phone, video, in-person) Use assessment tools to evaluate candidate skills Oversee and enhance employer branding across platforms like Glassdoor, LinkedIn, and other digital platforms Minimum Qualifications & Requirements Bachelor’s degree in human resources management, Business or Public Administration, or a related field or an equivalent combination of education and experience may be considered. Minimum of five (5) years but seeking ten (10) years of professional experience in full cycle recruitment (from sourcing to onboarding), with primary emphasis on talent acquisition and demonstrable expertise across multiple HR disciplines at a senior level. An equivalent combination of education and experience may be considered. Certification as a Professional in Human Resources (PHR) from the Human Resource Certification Institute or Society for Human Resource Management (SHRM) is desirable but not required. Background Investigation Employment is contingent upon the results of a background check. Valid Arizona driver’s license and safe driving record. Examples Of Duties / Knowledge & Skills Collaborates with hiring managers to assess talent needs, troubleshoot challenges, clarify services, and ensure alignment with agency policies, procedures, and legal requirements. Executes full life cycle recruitment with moderate/minimal guidance for all field craft and other agency roles, including sourcing/identifying leads, reviewing resumes, conducting interviews, and submission of resumes/candidates for approval as required. Assists departments in the recruitment and selection process by aiding in the creation of strategies, materials, and selection criteria. Supports the development of selection techniques, qualifications sought, and scoring methodologies, facilitating a smooth and effective hiring process. Builds strong, collaborative relationships with candidates, hiring managers, and the HR Team members and ensures exceptional service delivery to all parties. Serves as an “agent of change” in support of agency strategic program initiatives and models teamwork and relationship building in all interactions. Develops and deploys long-term sustainable recruiting strategies, helping to establish best-in-class recruiting processes, pipeline maintenance, brand management, social recruiting strategies, and strategic partnerships. May engage passive candidates and develop and retain their interest in Valley Metro. Serves as a subject matter expert on recruitment processes and best practices, recommending and implementing improvements to ensure consistency, efficiency, and compliance. Utilizes advanced proficiency in applicant tracking systems and HR Information Systems (HRIS) to streamline recruitment processes, manage applicant data, and analyze HR metrics effectively, ensuring efficient and data-informed HR operations. Coordinates recruitment activities including job postings, interview materials, scoring plans, scheduling, applicant testing, and ensures compliance with applicable policies and regulations. Prepares a variety of correspondence, documents, and compliance reports; presents findings and recommendations; implements approved actions. Successfully onboards and offboards employees ensuring an excellent employee experience. Keeps current on industry trends and best practices related to recruitment and talent acquisition. Evaluates external and internal employment processes and provides technical assistance to ensure compliance with related Federal, State, and local regulations. Assists in the development and implementation of goals, objectives, policies, and procedures of the Human Resources Division. Participates in professional group meetings and stays abreast of new trends and innovations in the field of human resource management. Knowledge Of Operations, services, and activities related to the agency’s recruitment, testing, and selection processes Methods and techniques for designing and conducting applicant testing and assessment programs Best practices and current trends in sourcing, screening, and assessing candidates Recruitment technologies and tools, including applicant tracking systems and sourcing websites and tools Methods and techniques of research and data collection and analysis Methods, techniques, laws, and professional standards for the development, administration, and validation of candidate assessment instruments Principles of supervision, training, and performance evaluation Skill In Performing advanced-level recruitment and talent acquisition duties, including the development and implementation of innovative recruitment strategies Managing multiple priorities and meeting deadlines in a fast-paced environment Utilizing formal and informal networks within an organization to achieve positive business outcomes Identifying and diagnosing client needs and proactively working to address them Collaborating across functions Working independently to propose ideas and meet deadlines Interpreting and explaining District policies and procedures Providing lead direction to other staff members as assigned. Communicating clearly and concisely, both orally and in writing Establishing and maintaining effective working relationships with those contacted in the course of the work Operating office equipment, including computers and supporting word processing and spreadsheet applications, applicant tracking systems, and other related systems Physical Demands / Work Environment Mobility to work in a typical office setting, use standard office equipment, and drive a motor vehicle to visit work sites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
