Pottawattamie County is hiring a Human Resources Director who's ready to champion innovation, inclusivity, and strategic leadership throughout the County.
Under the direction of the Board of Supervisors, the Director of H uman R esource is responsible for all human resources functions including negotiating and administering labor contracts, developing, revising and administering job classifications and compensation plans; talent acquisition and performance management, recommend and administer benefit programs and recruit, develop and administer equitable employment practices.
Essential Functions
Direct the management of the Human Resource department personnel and budget in order to provide efficient and effective Human Resource services. Ensures Human Resources strategies are aligned with the County’s goals. Provide guidance and direction to elected officials, department heads and other management staff on policies and procedures related to labor relations, organization development, employee development, benefit and compensation programs, recruitment, disciplinary action, and other human resource issues. Serves as chief negotiator for labor contracts. Administers labor contracts and presents County's response to grievances and labor issues.
Oversee recruitment, onboarding , offboarding and retention strategies for a qualified workforce. Manage employee relations issues including mediating employee conflicts; development of corrective action plans; conduct internal employee investigations; make recommendations for employment action. Develops, interprets and administers County human resource and related policies and employment practices. Develops and monitors applicable federal and state employment laws including HIPPA, FMLA, FLSA, affirmative action programs, equal opportunity policies and anti-harassment and sexual harassment policies. Administers the County's classification/compensation system . Writes and updates job classifications, monitors compensation program, conducts salary and benefit surveys, as needed, and provides recommendations to ensure the County's ability to remain competitive in a changing labor market . Recommends appropriate rate of pay for job classifications to the Board of Supervisors. Assists the County Auditor’s office with the administration of the county benefits program. Provide assistance to the County Auditor’s office in the administration of annual wage adjustments. Manage ADA requests including verifying medical restrictions; sending notifications/responses in accordance with Federal and State disability laws; working with the employee and department head to identify reasonable accommodations Represents the County in hearings pertaining to unemployment and labor issues. Serves as member of the various committees . Serves as the HIPAA Privacy Officer and Title VI Coordinator . Maintains effective working relationships with internal and external partners and the public; maintains a positive and professional image for the department and County overall. Regular and reliable attendance at work reporting location is an essential function of this position. Considerable knowledge of modern human resources practices/procedures. Excellent knowledge of office equipment, administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology. Skill in the use of computers . Must be proficient in the Microsoft Office suite, including word, excel, power point, outlook including outlook and google calendar . Ability to learn county software programs and keep up to date with changing technology . Knowledge of general accounting principles, Ability to accurately perform mathematical calculations. Extensive knowledge of current employment laws governing HR practices including recruiting, FLSA, FMLA, ADA, health and welfare plans, disciplinary action, collective bargaining, HIPAA, Affirmative Action, EEO, sexual harassment, discrimination and other similar laws. Ability to establish /maintain professional and cooperative working relationships with other county employees, public officials, department heads, vendors, and the general public . Excellent time management skills and the ability to work with little or no supervision . Ability to prioritize and effectively manage multiple responsibilities. Excellent problem solving, analytical, conflict resolution, mediation and negotiation skills. Ability to maintain a high level of confidentiality. Ability to exercise independent judgment, decisiveness and creativity required in situations involving the operation of the department. Ability to observe physical conditions and analyze them to ensure a safe working environment for employees. Excellent communication skills . Ability to communicate effectively with others, both orally and in writing. Ability to plan, assign, direct, and supervise the work of employees. Ability to accurately prepare and maintain various records, reports and other departmental documents. Essential Education, Certification, and/or Licenses
Bachelor’s degree in Human Resources , labor relations, business/public administration or related field or an equivalent combination of education and experience . Minimum of 5 years of progressive HR generalist experience and minimum of 2 years of supervisory experience is required . PHR and/or CLRP is preferred, but not required .
