The Minnesota Public Facilities Authority (MPFA) is a multi-agency financing authority that provides infrastructure financing programs and municipal financing expertise to enhance the environmental and economic vitality of the State.
This position will manage and be accountable for the fiscal, financial, risk management, and related administrative operations of the Authority. Major responsibilities include the operational procedures and control systems designed to preserve and promote efficient and effective use of, and accurate, timely, and useful reporting on, Authority financial resources and obligations. Critical to the Authority are proper management of its significant assets ($2.3 billion) including a large loan portfolio and various cash and investment accounts, and proper planning and management of its debt (tax-exempt revenue bonds) with a statutory cap of $2 billion outstanding.
The Chief Financial Officer (CFO) for the Authority will fulfill the roles of CFO, controller, financial management director, budget director, cash and investment manager, and debt manager.
As a key member of the Authority management team, the CFO will contribute to and participate in program development and analysis efforts to maximize effective accomplishment of corporate purposes.
Job duties to include:
  • Financial Management and Operations - Plan and direct the development, implementation, and oversight of financial and related operational policies, processes, and procedures to support short and long-term financial and operational goals of the Authority.
  • Financial Accounting and Reporting - Direct the development of financial accounting and reporting systems, and policies and procedures, to ensure proper processing and recording of accounting transactions and to provide timely, reliable, accurate, and useful information for management, staff, federal granting agencies, rating agencies, the U.S. Internal Revenue Service, and the Municipal Securities Rulemaking Board.
  • Other Controller Functions - Develop, implement, and communicate risk management and internal control systems designed to provide reasonable assurance regarding the achievement of operational objectives including effectiveness and efficiency of operations, accurate and reliable financial reports, and compliance with applicable laws and regulations.
  • Asset and Debt Management Functions - Work with the executive director to establish and execute strategies for managing the Authoritys assets and debt.
  • Forecasting, Financial Strategy, and Program Development - Direct the development of forecasting and analysis tools and, with agency management, use them to plan and implement effective program management strategies.
  • Budget Director Functions - Oversee all budgeting activities including budget formulation, monitoring, and reporting. Organize, evaluate and control budget plans and administers funds. Design and develop budgetary guidelines. Review operating budgets periodically to analyze trends affecting budget needs.
This position will be based out of the St. Paul office.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Minimum Qualifications

Five (5) years* of experience in strategic financial planning and operations that demonstrates all of the following:
  • Budgeting
  • Forecasting
  • Policy development
  • Asset management
  • Loan portfolio management
  • Financial controls
  • Bachelors degree in Accounting, Finance, Business Administration, Public Administration, Public Policy, or other closely related field as determined by the agency may substitute one (1) year of experience; masters degree substitutes for eighteen (18) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
  • Experience leading, motivating, managing, and mentoring financial and accounting staff.
  • Knowledge of municipal finance and bond issuance, and regulatory requirements.
  • Communication skills sufficient to effectively direct financial operations, prepare and present agency financial communications and implement budget planning activities.
  • Experience with governmental accounting, auditing, and reporting.
  • Experience in preparing entity-level financial statements, managing loan portfolios, and developing budgets and financial models.
Preferred Qualifications
  • Master's degree in Accounting, Finance, Business Administration, Public Policy or other closely related field as determined by the agency.
  • Experience working with the Statewide Integrated Financial Tools (SWIFT) or similar systems.
  • Experience creating and using software such as Microsoft Suite for emails, word processing, spreadsheets, and databases.
