I. DESCRIPTION OF SERVICES

will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

The Department of Information Resources (DIR) requires the services of Systems Analyst II, hereafter referred to as Worker, who meets the general qualification of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission (HHSC) Information Technology.

1. myAvatar Data Migration Planning and Execution: Develop and implement comprehensive migration strategies from Netsmart's myAvatar EHR to a new SaaS model EHR. This includes data assessment, cleansing, and mapping to ensure compatibility with the new system. The Worker will document all phases of the migration process, work with Subject Matter Experts to understand the business needs and create detailed project documentation in line with HHSS/DIR requirements. The Systems Analyst II will be responsible for designing and implementing workflows that integrate with the existing system, ensuring a seamless transition and optimal functionality of the new system. Responsibilities also include serving as a technical expert throughout the migration to ensure clear communication with both technical and non-technical stakeholders. (40%).

2. Compliance and Standards Assurance:

Ensure that all aspects of the data migration comply with HHSc standards, including clinical data management and security. Establish protocols for data integrity, privacy, and compliance with federal and state regulations, such as HIPAA. This task also involves setting up validation and auditing processes to maintain data integrity post-migration.. (10%)

3. Testing and Quality Assurance:

Conduct rigorous testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%)

4. Communication and Documentation:

Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges. (15%)

5. Post-Migration Support and Optimization:

Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%)

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the

minimum

stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Database management systems and data migration, particularly in healthcare EHR systems like Netsmart myAvatar. 7 Required Utilizing Informix, Oracle and Microsoft SQL Server SQL and database scripting to facilitate effective data migration processes. Also, Skill in using EXCEL or other spreadsheet software. 7 Required Experience in documenting business process flows and standardizes existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability and documenting the w 7 Required Business analysis, including reviewing, analyzing, and evaluating user requirements, operational procedures, and identifying solutions to automate processes or enhance system functionality. 7 Required Resolving complex data-related issues using robust analytical skills and logical problem-solving approaches. 7 Required Preparing specifications for data input/output processes. 7 Required Resolving complex data-related issues using robust analytical skills and logical problem-solving approaches. 7 Required Exceptional oral and written communication skills, essential for producing clear project documentation and engaging effectively with stakeholders 7 Required Strong interpersonal abilities to lead diverse teams and inspire high productivity and collaboration among team members. 7 Required In-depth knowledge of current IT industry trends and market insights, applying them strategically within the organization. 7 Required rchitectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure. 7 Required Emerging technologies, both those new to the company and those advancing in the IT industry as a whole. 2 Preferred Prior experience with SaaS model EHR systems and cloud data migrations. 2 Preferred Experience with Texas DIR Project Delivery Framework and document templates 2 Preferred Familiarity with the existing and planned software technology and the global, regional and local software architecture and infrastructure components 2 Preferred Experience in regulatory compliance and data security related to healthcare data. III. TERMS OF SERVICE

08/31/2025 . Total estimated hours per Candidate shall not exceed

hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

The primary work location(s) will be at

Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

TERM OF SERVICE (Required)

Services are expected to start on or around January 6, 2025 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,456 hours for FY25.

Initial Purchase Order Term:

ny Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

WORK HOURS AND LOCATION (Required)

) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

Position will be remote. Program will allow candidates who are within the state (Any location within the United States).

C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.

D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.

E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
