SALARY RANGE: $159,378 - $263,014, annually

Summary Of Position

Mayor Brandon Scott and the City of Baltimore seek their next Chief Information Officer. The CIO leads the Baltimore City Office of Information and Technology (BCIT) and provides essential leadership to modernize city government information technology and bridge the digital divide in Baltimore.

The CIO will oversee the implementation of the City’s IT strategic plan, collaborate with agency stakeholders, and engage City leadership in IT governance. The role requires aligning IT objectives with Mayor Scott’s Action Plan for Baltimore and leading city-wide IT governance, infrastructure, and security initiatives.

Essential Functions

  • Manage BCIT personnel, budget, performance, and contracts.
  • Provide technical expertise for strategic and operational IT initiatives.
  • Represent BCIT in meetings with officials and city entities.
  • Serve as an executive sponsor for enterprise applications.
  • Lead the IT Citywide Governance Committee.
  • Ensure IT infrastructure supports city needs.
  • Collaborate with senior leadership to align IT with city goals.
  • Manage vendor relationships and IT sourcing.
  • Develop cybersecurity policies and practices.
  • Establish KPIs and drive continuous improvement in IT services.

Education And Experience Requirements

  • Master’s degree in business, computer science, or related field.
  • At least 10 years of progressive experience in IT management, including 5-7 years at the director level.

Knowledge, Skills, And Abilities

  • Ability to align IT strategy with city goals.
  • Experience in IT best practices, governance, security, and digital transformation.
  • Strategic thinking and organizational change management skills.
