Job Summary
Reporting to the Senior Associate Chancellor and Chief Financial Officer, the Executive Director of Risk Advisory & Insurance Services (RAIS) oversees the Enterprise Risk Management (ERM) activities for the University of California, San Francisco. The Executive Director serves as principal advisor to UCSF’s executive and senior leadership on loss prevention strategies and, through its direct reports, provides risk advisory and insurance services, serving stakeholders throughout UCSF Campus and Health system. The position functions with maximum independence in designing, implementing, and monitoring loss control programs.
The Executive Director of Risk Advisory & Insurance Services (RAIS) is the senior-most risk leader responsible for developing, implementing, and overseeing a comprehensive, enterprise-wide risk management and insurance strategy across the consolidated UCSF enterprise. Excluding Professional Medical and Hospital Liability and Workers’ Compensation, this position commands oversight of UCSF risk programs across diverse environments, including primary and satellite campuses and medical facilities located in San Francisco, UCSF Benioff Children’s Hospital - Oakland, UCSF Fresno, other regional sites and international operations.
This is a highly visible, mission-critical leadership role that requires deep experience in strategic risk management, exceptional executive advising skills, and the ability to influence culture and policy across complex organizations. The Executive Director will serve as a trusted thought partner to UCSF’s most senior leaders, contributing to the institution’s resilience and long-term success.
The Executive Director Serves As UCSF’s Chief Risk Strategist And a Key Advisor To The Chancellor, Executive Vice Chancellor, Deans, Chairs, UCSF Health Leadership, And UC Office Of The President. In This Capacity, The Executive Director
- Shapes institutional risk tolerance and advises on critical matters with significant operational, reputational, and financial impact.
- Builds consensus among diverse senior stakeholders and influences institutional direction on high-stakes risk decisions.
- Provides expert guidance on emerging risks including those related to international operations, large-scale construction projects, and clinical research.
- Acts as a trusted voice and strategic partner in times of crisis, sensitive investigations, or potential liability exposure.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $118,300 - $268,900 (Annual Rate). A typical qualified candidate can generally expect to earn between $190,000 - $210,000.

The Risk Advisory & Insurance Services (RAIS) department is responsible for strategies, systems, programs, and policies to identify and mitigate risk in order to protect UCSF’s human, financial and physical assets. The department educates and advises UCSF decision-makers on potential risks and mitigation strategies relating to general liability, employment practices liability, construction, property non-construction, auto liability, cyber and privacy, travel, foreign liability, clinical trials, clinical research subject injury liability. The department also procures construction and clinical trials insurance services for UCSF Campus and UCSF Health to protect organizational assets. RAIS is part of the UCSF Finance organization.
Required Qualifications
- Bachelor's degree in related area (business, humanities, public service, etc.) and 10-15 years relevant experience and/or equivalent education/experience.
- Comprehensive and advanced knowledge and understanding of all areas of enterprise risk management
- Advanced management skills to effectively lead and direct a comprehensive enterprise risk management program.
- Advanced skills to appropriately and efficiently respond to and direct the response to emergencies and critical situations, including follow-up evaluation and critique of response efficacy; skills to create, develop and implement changes to emergency situations as required.

- Advanced degree preferred.
- Associate in Risk Management (professional certification)
- Advanced knowledge of all aspects of claims adjudication process, employment liability and insurance programs, and claims management and litigation process and settlement alternatives.
- Thorough knowledge of UCOP and UCSF policies and risk and insurance programs
- Extensive knowledge of financial analysis, benchmarking, research, review, accounting principles and practices, and performance measurement tools.
- Associate in Risk Management (professional certification), preferred
