Introduction
The Maryland State Retirement Agency (the “Agency”) is the administrator of the Maryland State Retirement and Pension System (the “System”). The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 205,000 active members and more than 175,000 retirees and beneficiaries. The Agency’s Business Operations Office manages a global multi-asset portfolio and ensures the payment of benefits to retirees and beneficiaries. We are seeking a dynamic Chief Information Systems Officer (CISO) to support our mission.
This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job
This leadership role is responsible for the strategic direction, development, implementation, and execution of the Agency’s IT program. The CTO assigns priorities, manages personnel, budget, and equipment, and develops a six-year strategic plan for IT development and operations. The role involves managing major IT projects, overseeing data management, security functions, and supporting high-availability services including cloud-based solutions. The CTO is also the Agency’s Information Security Officer.
Key Responsibilities
- Develop and deploy IT strategies
- Oversee IT functions and manage resources
- Develop and enforce IT and security policies
- Manage data centers, disaster recovery, and cloud services
- Lead system development and security initiatives
- Support participant portals and real-time transaction systems
- Serve as Security Officer and ensure compliance and security
- Engage with internal and external clients to ensure satisfaction
Minimum Qualifications
- Bachelor’s degree in computer or information science
- At least 5 years of experience in computer or information science
Preferred Qualifications
- Expertise in hybrid cloud environments and financial institution IT operations
- Master’s degree or higher in relevant field
- Certifications in Artificial Intelligence and Cyber Security
- 10+ years of experience preferred, but candidates with over 5 years are encouraged to apply
