Job Summary:
The Assessment Department is responsible for managing the development, administration, and ongoing evaluation of all assessments offered through NBCC and Affiliates. Housed within the Credentialing and Quality Assurance Division, the department oversees assessments for both accredited and non-accredited credentialing programs, including job analysis-based examinations and standards-based assessments. The Examination Content Developer is responsible for the development of content of the examinations, including coaching, and human services.
- Facilitates item development by the item writers through training, supervision, and technical guidance.
- Trains item writers on item development and review.
- Trains subject matter experts (SMEs) on the creation and review of test forms and on content appeals.
- Facilitates examination review meetings with the SMEs.
- Plans and implements item writing activities with the Assessments Project Coordinator.
- Facilitates Examination Sensitivity Bias Review Committee meetings for the assigned examinations.
- Collaborates with the Psychometricians on item bank maintenance and updates.
- Implements item and analysis reports of the assigned examinations in the item bank.
- Co-facilitates and manages item/narrative writer trainings, monitors progress, and prepares training and follow-up materials.
- Updates and develops slides, presentations, handouts, and other materials used in content development trainings.
- Identifies scholarship materials to present to item writers, SMEs, and Technical Advisory Committees (TACs).
- Writes reports to capture the progress of examination development meetings.
- Collaborates with the Assessments Outreach Coordinator for the recruitment of SMEs and item writers.
- Collaborates with the Appeals Specialist to resolve challenges of examination content.
- Seeks guidance and approval from SMEs and the Technical Advisory Committee regarding item and test development.
- Collaborates with Psychometricians, the Item Bank Specialist, and other staff on the development, review, and publication of the designated examinations using test frameworks and related software.
- Maintains item quality through regular item review, including prior to examination publication. Review should consider item quality as assessed through item relevance, item appropriateness, and being grammatically error-free.
- Reviews, edits, and maintains examination handbooks, published information, and reports to ensure that they are grammatically accurate, consistent across all examinations, and in line with test publication and accreditation standards.
- Manages established content development expectations with team members, stakeholders, and management.
- Works collaboratively with Psychometricians and Assessment Project Coordinator on the annual test publication calendars.
- Maintains and updates knowledge on item writing, item evaluation, and test development.
- Presents and publishes information related to the development, design, and performance of assigned examinations at conferences and other professional forums.
- Attend examination committee meetings held approximately monthly each year.
- Other duties as assigned.

- Bachelors degree in counseling, education, psychology, or a related field
- Minimum of 3 years of experience in test item development, training, or statistics
- An equivalent combination of education and experience will be considered
- Minimum of 3 years of experience in test item development, training, or statistics
- Working knowledge of assessment theories and concepts, such as Classical Test Theory (CTT), Item
- Response Theory (IRT), and Evidence-Centered Assessment Design
