This role manages a team, drives financing and compliance processes, coordinates interdepartmental collaboration, and ensures projects meet schedule, budget, and regulatory milestones. It is both a leadership and hands-on production role, requiring strategic oversight, relationship management, and deep familiarity with affordable housing development.
Key Responsibilities:
- Team Leadership : Manage and mentor a development team responsible for executing projects; oversee performance, professional development, and resource alignment.
- Project Management : Lead projects through entitlements, financing, construction, lease-up, and closeout, ensuring compliance with deadlines, budget authorizations, and funding requirements.
- Financing & Compliance : Manage all financing applications, tax credit and bond readiness, award deadlines, construction closing, and completion timelines; oversee compliance with internal and external approvals.
- Stakeholder Coordination : Serve as primary contact for general contractors, consultants, and funding partners; lead responses to legal notices and bonding requirements.
- Systems & Data Management : Maintain up-to-date project information in ERP and SharePoint systems; manage funder and consultant databases.
- Cross-Departmental Collaboration : Ensure smooth project transitions between departments, align policies and procedures, and coordinate on design, construction, and lease-up strategies.
- External Representation : Represent the development team with agencies, community stakeholders, and partners; support advocacy and policy efforts related to housing development.
- RFQ/RFP Participation : Contribute to site program design, fact sheet preparation, and financing strategy for new development opportunities.
- Special Projects : Lead or contribute to special initiatives, events, and public relations efforts for active projects.
- Bachelor's degree in urban planning, business, real estate, economics, or related field (Master's preferred).
- 5-10 years' experience in affordable housing development, LIHTC, and complex financing structures.
- Leadership experience in a team-based development environment.
- Knowledge of HUD programs (e.g., 223f, 221df, Section 8) and environmental review processes (NEPA, CEQA).
- Experience with California financing tools, permanent supportive housing, and occupied rehabilitation projects.
