Job Title: Administrative & Capture Manager

Location: San Antonio, Texas


Key Responsibilities

Business Capture & Opportunity Pipeline Support (60%)

  • Proactively monitor and triage opportunities from sources such as SAM.gov, GSA eBuy, FPDS, GovWin, and agency-specific portals.
  • Manage and evolve the pipeline tracking system (currently HigherGov), ensuring opportunity pursuits move through the funnel efficiently.
  • Coordinate early-stage capture activities including:
  • Customer intelligence research and analysis
  • Competitor profiling using available tools and open source research
  • Opportunity win theme development and SWOT analysis
  • Drafting/editing capability statements or past performance summary write-ups
  • Support proposal readiness:
  • Assist in developing and maintaining timelines and calendars
  • Prepare templates, ensure compliance checklists are complete, and gather artifacts from internal teams
  • Collaborate with pricing, proposal, and delivery teams on tailored submissions
  • Maintain a current understanding of major contract vehicles (e.g., GSA MAS, STARS III, OASIS+, and agency-specific IDIQs).

Administrative & Contract Support (40%)

  • Maintain Bestica’s contract and proposal artifact SharePoint library:
  • Ensure teaming agreements, NDAs, past performance documents, and proposal submissions are properly stored and accessible.
  • Assist in monitoring contract deliverables, milestone timelines, and compliance reporting.
  • Provide scheduling and coordination support for internal and external meetings (e.g., capture calls, teaming discussions, PMO syncs).
  • Draft internal summaries and status reports for active capture and contract activities.

Required Qualifications

  • 3–5 years’ experience in federal contracting, preferably in business development, capture, or proposal support.
  • Knowledge of the federal procurement lifecycle and exposure to IDIQ and GWAC capture processes.
  • Familiarity with GSA schedules, especially GSA MAS, STARS III, OASIS+, VA 621.
  • Superior organizational, communication and problem-solving skills; capable of managing competing deadlines.
  • Strong proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and CRM/business opportunity and contract tracking tools (e.g., GovWin, GSA eBuy, SAM.gov, USA Spending, etc.).

Preferred Qualifications

  • Completion of Shipley, APMP, or equivalent formal or company-provided capture/proposal training.
  • Working knowledge of FAR, DFARS, and agency-specific procurement rules.
  • Experience supporting the business capture and proposal process (e.g. Shipley).
  • Prior support for contracts in IT services, cybersecurity, or healthcare staffing domains.
