Definition of Responsibility
The HR Analyst I plays a key role in the Human Resources department working in a Generalist capacity. Responsibility will be in the areas of recruitment, employee relations, HR data tracking and documentation, time, attendance and payroll tracking.

Qualifications
Required Education and Experience
Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology.
Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Knowledge, Skills, and Abilities (Entry Level)
Experience in personnel related job duties and responsibilities and/or processing.
Previous experience with HRIS i.e. Workday, Applicant Tracking Systems (ATS) i.e. NeoGov and/or Learning Management Systems (LMS ).
Strong analytical skills with the ability to identify and address potential security issues.
Good communication skills, both verbal and written.
Ability to work independently and collaboratively.
Willingness to learn and stay updated on county policies, procedures, COMAR, FLSA and, employment laws.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

Examples of Essential Job Duties
- Data Tracking - License, Certifications and Certificates: Perform routine data checks in HRIS system to maintain license and certification renewals in database, update employee information and expiration dates. Run ad hoc reports and send out employee/program reminders ensuring staff meet requirements of their certificated role. Track all information appropriately to utilize data for audits. Assist HR Deputy Chief with reviewing submitted training packages and documents to ensure requirements are appropriate for clinical staff CEUs. Track, produce and distribute CEU certificates accordingly once training is complete.
- Recruitment, Outreach and Metrics: Conduct vacancy, time-to-fill and offer acceptance rate tracking, attend career fairs, track attendees and applications, social media posting (employer branding), point of contact for applicant questions about HHS positions, participate on Recruitment and Retention committee. Initiate requisitions in NeoGov as needed for new positions and track approvals.
- Time, Attendance and Payroll: Conduct payroll processing for agency and coordinates other employees entering payroll information through biweekly notifications. Answers questions and interprets and explains rules about leave markings to employees and managers and ensures agency staff are paid appropriately. Tracks and performs a variety of transactions including pay increases, leave of absences, annual increase and bonus request.
- File and Documentation Maintenance: Create, maintain and track new and current employee files. Complete employment verifications and assist with department document/form requests. Work with Employee Relations Manager with securing documents/information and following up with programs forcases as needed.
Completes special HR projects as needed.
Performs other related duties as required.

Required Education and Experience
