Position Overview:

We are seeking an experienced

IT Sourcing Consultant

to manage and oversee IT procurement and sourcing initiatives for public sector operations. This fully onsite role in

Richmond, VA

requires in-depth knowledge of sourcing regulations and procedures, particularly the

Virginia Public Procurement Act (VPPA)

and

Agency Procurement and Surplus Property Manual (APSPM) . The ideal candidate will have extensive experience in contract management, solicitation development, and working with cross-functional teams.

Key Responsibilities: Lead and manage the

end-to-end solicitation process , including

IFBs, RFPs, and RFQs . Draft, review, and finalize

solicitations

and

Statements of Work (SOWs) . Collect and document

requirements

from business units and technical teams. Ensure compliance with

VPPA ,

APSPM , and agency-specific procurement policies. Provide strategic guidance and

problem-solving

in complex sourcing situations. Build strong relationships with internal stakeholders including

Product Owners ,

Scrum Masters , and project managers. Provide mentorship to junior team members, promoting

best practices

in sourcing and contract development. Effectively

communicate technical and contractual concepts

to non-technical stakeholders. Utilize the

Microsoft Office Suite (Word, Excel, PowerPoint)

to create documentation and presentations. Required Qualifications:

7+ years

of experience in

IT sourcing, procurement, or contract management . Proven expertise in managing

IFBs, RFPs, RFQs , and end-to-end solicitation processes. Experience drafting and finalizing detailed

Statements of Work (SOWs) . Strong working knowledge of

VPPA

and

APSPM . Skilled in

requirements gathering

and stakeholder engagement. High proficiency with

MS Office tools

including Word, Excel, and PowerPoint. Excellent

strategic thinking ,

communication , and

problem-solving

skills. Ability to

translate technical concepts

for business stakeholders and operate in a cross-functional environment. Note:

in Richmond, VA -

remote work is not permitted . Only
