Position Summary:

The Bureau of Fleet & Facilities is seeking two highly skilled Facilities Capital Project Manager IIIs to oversee the initiation, implementation, completion, and control of multi-phase facility capital projects. This role requires collaboration with various internal teams and stakeholders to ensure successful planning, design, and construction of City-owned facilities, valued at approximately $900 million. The Facilities Capital Project Manager III will manage complex projects, from feasibility to construction and closeout, while ensuring compliance with all relevant building codes and regulations.

What you'll get to do:

Manage large-scale capital construction projects including buildings, structures, and public infrastructure, in accordance with professional standards and practices; lead and develop project plans; coordinate staff and contractor resources.

Lead, plan, coordinate, and manages the design, construction, maintenance, and renovation of city owned and leased facilities and real properties.

Define and develop project scope and requirements; consult with project stakeholders including other organizational units and the public; research federal, state, and local laws, codes, and regulations.

Prepare and review design and construction cost estimates; inspect project work to ensure specifications are met and project complies with federal, state, and local laws, regulations, and policies; manage project schedules and budgets; coordinate meetings and communicate stakeholders.

Manage and participate in procurement of construction and design contractors; develop bid solicitations; participate in pre-construction conferences.

Oversee contracts with contractors and consultants; conduct regular site visits; negotiate change orders; process progress payments; accept deliverables; monitor and ensure compliance.

Ability to manage budgets anywhere from $10,000-$10 million dollars, or greater for specific projects effectively as a fiscal steward of City funds.

Manage project planning, ability to prioritize projects based on asset condition, fire life safety and use.

Provide professional and technical advice to City Bureaus/Offices including project solutions, alternative methods, and funding sources.

Assemble project team; assign work to team members; monitor work of project teams.

Collaborate and coordinate with Capital Project Managers, engineers, architects, Operations and Maintenance staff including technicians to assist with capital projects of a broader scope and complexity.

About the Bureau:

The Bureau of Fleet & Facilities’ Facilities Services Division manages over 1.5 million square feet of City-owned real property across 18 of the City’s highest-profile civic buildings and public safety facility assets, valued at over $1 billion. Facilities provides comprehensive property management services for these facilities, including building operations management, facility maintenance and repair, space planning and moves management, and capital project development and management. The Division also leads citywide real property planning studies as requested by City leadership and is an authorized administrator of real estate brokerage services for City bureaus.

To Qualify

The following minimum qualifications are required for this position:

Experience managing large-scale capital construction projects, including budget management typically ranging from $10,000 to $10 million, or greater for specific projects.

Experience applying principles and practices of facility capital construction project management, including cost estimation, scheduling, project tracking and contract management.

Experience ensuring compliance with applicable federal, state, and local laws, building codes, and public procurement practices.

Ability to effectively communicate with diverse stakeholders, demonstrating interpersonal tact and diplomacy and establish and maintain effective working relationships with a diverse workforce, Bureau/Office staff, the public, and others encountered in the course of work.

Experience in sustainable design and construction practices such as LEED building design, LEED building operation, Energy Star for Buildings, WELL Building, or similar, with a focus on obtaining green building certifications.

Ability to prioritize and demonstrated experience managing multiple concurrent projects of varying complexity, cost, and scope.

Applicants must also:

Possess a valid state driver's license and acceptable driving record at the time of hire.

Have the ability to pass a Portland Police Level I background check.

Although not required, you may have one or more of the following:

Bachelor’s degree or professional certification in engineering, architecture, project management, construction management, asset management or a related field.

Professional Certification (PMP, LEED AP, etc.)
