Program Coordinator (Housing & Homelessness Prevention Services)

The role of the Program Coordinator is to monitor performance and provide technical assistance to the staff working under the MNC Housing & Homelessness Prevention Services Program. The incumbent is responsible for supervising Homelessness Prevention Specialists, Case Managers, and other HHPS staff assigned by the Director, assisting individuals and families in keeping or securing safe and stable housing. The coordinator must create strategies for the team to successfully achieve the program goals set by the HHPS Director, Quality & Training Coordinator, and CPO. Location:

MNC Harrison 24th St Campus ESSENTIAL FUNCTIONS / RESPONSIBILITIES Primary Functions Provide direct “hands-on” case supervision to Housing Case Managers and/or Specialists, and will be available as needed for consultation. Provide weekly training and assistance to the staff in a group for updates on the program. Provide daily final revision and approval of each Housing Assistance Application and Check request. Daily assign cases to the specialist. Provide analyses of program outcomes, performance, and improvement recommendations, and support the team in the interpretation and aggregation of data to support program development and reporting. Support the implementation of federal, state, and agency rules and regulations and ensure accurate reports and documentation that comply with applicable laws, policies, and procedures for both local, state, and federally funded programs. Support the staff with screening clients for eligibility, which may involve working with applicants in multiple instances (e.g., answering questions, providing information & referral, revision of the cases, etc.). Maintain and track data as it relates to the application and check disbursements. Closely manage the HHPS staff by delegating tasks, offering daily guidance and support, and conducting timely performance reviews to discuss each staff member’s strengths and areas of improvement. Provide timely weekly and monthly reports to the HPS Director and others as requested. Work to resolve conflicts and de-escalate situations as they arise. Report to the HHPS Director on the status of all Housing & Homelessness Prevention Services Programs and the HHPS staff performance. Organizing daily responsibilities to ensure the department runs smoothly. Building strategies and timelines for department projects based on goals presented by the director. Conducting one-on-one sessions with employees to offer feedback, guidance, and support. Relaying important company information from directors to staff Assist in special projects, activities and events as requested. Remain up to date on ERAP policies and guidelines and oversee the implementation of all MNC policies and procedures related to the HPS program. Follow the Quality Management System implemented in the program. Revision of the cases to ensure the appropriate policy has been applied before applying for final approval. Other activities assigned. Family Support Educate families about tenant rights and protection. Monitor and ensure a smooth process when working with a third-party application provider. Provide one-on-one support and guidance to families who are navigating and avoiding the eviction process. Plan quarterly family engagement workshops designed to educate residents on their rights under the eviction moratorium. Assist families with accessing resources to help with rent and back rent. Staff Development and Supervision In coordination with HR and the HPS Director, actively participates in the recruitment, selection, orientation, supervision, professional development, and disciplinary actions of rental assistance, HPS, and Case Manager/Rental assistance specialists. Develop and update specialists’ job descriptions as needed in conjunction with the HHPS Director. Supervise, evaluate, and provide leadership development to staff. Facilitate weekly staff meetings and individual supervision meetings with direct reports. Conduct probation period and annual performance evaluations for direct reports and monitor the performance evaluation process. Develop and monitor staff development plans regarding direct reports for the HPS Director’s approval. Identify and schedule/arrange staff training needs and other professional development opportunities for rental assistance staff. Responsible for attending regular supervision meetings with the HPS Director and Agency Management meetings. Customer Service Provide exceptional customer service. professionally represent MNC. Safety Maintain personal safety, use personal protection equipment (PPE) and follow MNC policies. Report all and any safety issues, accidents, or injuries to MNC as a matter of priority. Effective Team Member Ability to interact positively with team members. Partner with MNC staff and leaders when necessary to address department issues or concerns. POSITION QUALIFICATION REQUIREMENTS Education: AS Degree with an emphasis in Social Work, Education, or related field, or working towards a current degree. Experience: Experience in managing and coordinating. Knowledge of housing programs and resources, with particular emphasis on local, state and/or federal homelessness prevention and/or rapid rehousing programs, rental assistance, supportive housing, and/or transitional housing. Experience working effectively with working-class diverse immigrant adults and their children, a commitment to social and economic justice, and knowledge of issues impacting working-class immigrants in San Francisco. Understanding of the San Francisco housing landscape. Demonstrated ability to build strong relationships with diverse stakeholders and communities. Ability to speak clearly and persuasively, including speaking in small and large group settings. Strong strategic thinking skills and an ability to analyze and implement policies. Willingness to work as a member of and contribute to a team in a dynamic, learning environment.
