General Definition of Work
Performs difficult skilled administrative support work assisting with a variety of complex office assistance and administrative tasks, providing primary administrative support in a division or department, preparing and maintaining detailed, complex and/or confidential records and files, preparing complex and specialized reports, assisting the public, and related work as apparent or assigned. Work is performed under the limited supervision of the assigned supervisor.

Essential Functions
Types a variety of documents including correspondence, forms, reports, and related documents
Answers routine correspondence independently
Works closely with the Accounting Specialist on administrative, programmatic, accounts receivable and miscellaneous projects. This position is also responsible for submitting an authorization for any refunds for medical and dental insurance or clients
Enters a variety of complex data into computer system; gathers and compiles detailed information; prepares a variety of complex and specialized reports and spreadsheets; checks and reviews a variety of data for accuracy, completeness and conformance to established standards and procedures; enters and retrieves sensitive and restricted information into computer system
Assists with preparation of daily deposits; prepares bills; performs calculations and posts to statistical and other records applying knowledge of regulations
Assists in client and dental billing, researching denied claims, and any other necessary billing function to maximize revenue.
Greets visitors, citizens and customers; answers telephone; provides information; forwards calls to appropriate party; assists the public with the completion of records, applications, etc.; directs visitors to appropriate party
Assists with area hospitals and doctor's offices regarding billing questions
Assists the general public daily with payment arrangements, eligibility or programs and questions pertaining to insurance/collections
Prepares and maintains a variety of office files, accounts and other complex and specialized records; compiles information and verifies data
Receives, sorts, processes and distributes incoming and outgoing mail
Operates a variety of standard office equipment; performs light maintenance on photocopy and scanning equipment
Knowledge, Skills and Abilities
Thorough knowledge of the organization and functions of the department and of general administrative policies and practices; thorough knowledge of standard office practices, procedures, equipment and office support techniques; thorough knowledge of business English, spelling and arithmetic; ability to read, understand and interpret difficult materials with complicated information that may contain excerpts from regulatory and/or legal documents; ability to keep office records and to prepare accurate reports from file sources; ability to perform and organize work independently; ability to prepare effective correspondence on routine matters and to perform office management functions without referral to supervisor; ability to operate standard office and computer equipment including ability to operate specialized software; ability to establish and maintain effective working relationships with associates, elected officials, other agencies and the general public. Knowledgeable of insurance and patient billing, receiving revenues, to work with Medicaid, Medicare, private insurances, and private pay billing procedures.
Physical Requirements
This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Minimum Qualifications
Education and Experience
High school diploma or GED with coursework in business administration, administrative support, or related field and moderate experience in administrative support and office operations, or equivalent combination of education and experience.

Valid driver's license in the State of North Carolina.
Supplemental Information
Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Medical, Dental, and Vision Insurance
For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System
All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.
Supplemental Retirement Plans
NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan. Contributions will be matched by the county, up to 1% or their annual base salary.
Other Insurance
Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.
Direct Deposit
All employees are required to have direct deposit.

Annual longevity payment beginning with the 6th full year of full or part time regular employment
