The New York State Education Department's (NYSED) Office of Adult Career and Continuing Education Services (ACCES) is seeking candidates for an Administrative Specialist 1 position in the Bronx VR District Office. Under the supervision of the Regional Business Manager and District Office Manager major responsibilities of this position include, but are not limited to, the following: Oversee and supervise the Finance Unit to ensure proper processing of voucher payments, contract payments, and transportation payments; Implement internal controls and ensure fiscal accountability with internal stakeholders and service providers; Act as the liaison for the District Office with other NYSED departments such as Facilities Management and Fiscal Management; Oversight of the office's building maintenance needs through interactions with landlords, payment of utilities, and other transactions; Serve as key user for the SFS travel process; Manage purchases of supplies, equipment, furniture and postage; reconcile utility bills oversee equipment maintenance contracts and handle surplus equipment disposal; Participate in the recruitment and interview process for the office support staff; Collaborating with vendors and Bronx staff to process vendor requests; Supervise support staff, delegate tasks, ensure compliance with SED time and attendance rules, and assess staff performance, providing guidance for improvement when necessary; Provide operational support to the Bronx District office with procurement of goods and services for the participants including Vehicle and Home modifications, and assisting with Self-employment tools and equipment purchases; Perform additional duties as assigned. MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Administrative Specialist Trainee 1: Candidates must have a bachelor's degree or higher.
