City of New York The New York City Housing Authority (NYCHA) is the nations oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHAs Asset & Capital Management (A&CM) Division leads the Authoritys capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio one of the largest in NY State as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHAs housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery focused.
The Sustainability Department leads the organization's efforts to pilot and scale-up sustainable practices and technologies, reducing environmental impact, and enhancing the quality of life for residents. The department is comprised of three teams with responsibilities across grant acquisition, policy development, environmental planning and review, and innovative programs in areas such as climate change and flood resiliency, green infrastructure, disaster recovery, solar leasing, energy efficiency, electrification and decarbonization, building management systems, waste infrastructure and recycling, and micro-mobility. The Sustainability Team is also tasked with overseeing NYCHAs Sustainability Agenda and commitment to meeting its greenhouse gas reduction targets set forth in Local Law 97.
The Sustainability Departments Energy Programs is seeking to hire an Energy Analyst. Work relevant to this position includes:
Implementation of NYCHAs Sustainability Agenda, a plan to reduce NYCHA's energy, resource consumption, and carbon footprint, improve resident health and well-being, and create environmentally friendly developments for NYCHA' s residents and the surrounding communities, as well as oversight of the Authoritys progress towards state and local climate commitments. Management of programs that advance the sustainability and resiliency of NYCHA buildings and grounds, including in the areas of flood resiliency, green infrastructure, disaster recovery, solar, energy and water efficiency, electrification and decarbonization, and waste. Scale and operationalize sustainability & resiliency programs at NYCHA through interdepartmental collaboration and recommendations.
The Energy Analyst, reporting to the Deputy Director of Energy Programs, will support the development of the Authoritys roadmap to meet ambitious greenhouse gas emissions reductions targets, identify financing and Public Private Partnership (PPP) opportunities, conduct policy research, and update key policy documents including NYCHAs Sustainability Agenda. This role will help ensure NYCHAs compliance with local laws related to energy and climate change.
The primary responsibilities of the position include, but are not limited to the following:
Analyze data to inform NYCHAs greenhouse gas emissions reduction roadmap. Conduct energy policy-related research relevant to NYCHA. Assist in updating NYCHAs Sustainability Agenda and related policy documents. Represent NYCHA in city and state policy discussions, including on incentive eligibility, utility rate cases and local law working groups. Use research outcomes to provide guidance on Energy and Sustainability Program development and implementation strategy, as well as support other Authority goals. Engage and coordinate with a range of stakeholders, including NYC Agencies, local electric and gas utilities, labor organizations, environmental advocates, affordable housing groups, and NYCHA Tenant Associations. Identify opportunities to fund Sustainability work through non-traditional financing and Public Private Partnerships (PPP). Work with NYCHAs utility providers to leverage incentives, direct install programs and demand reduction opportunities.
Additional Information
Candidates with permanent civil service status in the titles of City Planner L3 or Associate Housing Development Specialist will be also considered. NYCHA employees applying for transfer, promotional, title or level change opportunities must have served a period of one year at current location and in current title and level (if applicable). NYCHA residents are encouraged to apply. Minimum Qualifications
For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred Skills
A doctorate or master's degree in Architecture, Engineering, Economics, Public Policy, Environmental Science, Public Administration, or a related field and three years of full-time research experience. 2. Familiarity with researching building energy efficiency strategies, HVAC systems, design, affordable housing, building design, and informing energy and climate policy research. 3. Experience with energy efficiency and project financing. 4. Strong organizational and interpersonal skills. 5. Candidates should be comfortable with public speaking, working with diverse stakeholder groups, and environmental issues.
