Level 4, located in Woodland Hills, CA, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position requires you to be onsite with a potential for hybrid/remote. In this job, you will: Manage the entire lifecycle of subcontracts from initiation through completion, including sourcing, negotiations, and execution of agreements. Develop and maintain relationships with key subcontractors and stakeholders to ensure alignment with project goals. Review and analyze subcontract terms and conditions, negotiating favorable terms to minimize risk and maximize value. Ensure compliance with applicable regulations, policies, and contractual obligations, including federal, state, and local laws. Conduct market research to identify potential subcontractors and assess their capabilities and reliability. Coordinate with legal, finance, and technical teams to review contract documentation and resolve any discrepancies or issues. Monitor subcontractor performance, ensuring timely delivery of goods and services in accordance with project schedules. Prepare and present reports on subcontract status, performance metrics, and risk assessments to management. Participate in audits and reviews as required, addressing any issues and implementing corrective actions. Mentor and provide guidance to junior subcontract administrators and procurement staff. Basic Qualifications: Bachelor's degree in Business Administration, Supply Chain Management, or a related field. Minimum of 7 years of experience in subcontract administration or procurement, with at least 3 years in the aerospace industry. Strong understanding of federal acquisition regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other related Federal Contracting regulations. Experience with Government procurement principles, policies, procedures, and regulations. Demonstrated negotiation experience. Critical thinking, demonstrated problem solving and innovative behaviors in past projects, roles or experiences. Strong interpersonal and communication skills, with the ability to work collaboratively across departments and with external partners. Capable of working in a fast-paced environment, ability to multi-task, make decisions in a timely manner and display strong interpersonal skills. Proficient in procurement software and Microsoft Office Suite. Must be able to obtain and maintain a Secret clearance. Preferred Qualifications: Demonstrated experience with multiple contracting formats, including Firm Fixed Price, Cost Reimbursable and Time & Material. Familiarity with terms and conditions, and special contract agreements such as: long term agreements, bailment agreements, and intellectual property agreements. Current Secret Clearance. Salary Range: $113,500.00 - $170,300.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
