General Description And Classification Standards
The Senior Management Analyst serves as a critical support role to the Office of the Commissioner, providing high-level operational, analytical, and project management support across various departmental priorities and initiatives. This position is responsible for facilitating the execution of complex projects, tracking departmental performance, assisting with interdepartmental coordination, and delivering strategic insight to inform decision-making.
The role requires strong organizational, communication, and analytical skills with a demonstrated ability to work independently and collaboratively. The position plays a key role in helping the Commissioners Office manage special projects, drive internal priorities, and maintain executive-level reporting standards.
Supervision Received
This position receives guidance from the Business Manager regarding short- and long-term objectives, while maintaining autonomy to manage day-to-day tasks. Assignments are results-driven with minimal direct oversight.
Essential Duties And Responsibilities
These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.
Support the Commissioner and Business Manager on special projects, strategic initiatives, and departmental priorities. Prepare executive summaries, briefing documents, presentations, and status updates for senior leadership. Conduct research, analyze data, and develop recommendations to improve departmental operations. Assist in managing cross-functional projects, ensuring alignment with departmental goals and timelines. Serve as liaison between the Commissioners Office and internal/external stakeholders, ensuring timely communication and follow-up. Track key performance metrics and support reporting for internal leadership and external oversight. Coordinate and document internal meetings, prepare agendas, track action items, and manage timelines. Support the implementation of operational improvements and process enhancements. Assist with developing project charters, intake forms, and tracking tools to support accountability and transparency.
Decision-Making
Makes independent decisions on routine tasks and project coordination. Recommends policy, procedural, and operational improvements. Provides input on strategic planning and department-wide initiatives.
Leadership Provided
While this role does not have formal supervisory responsibility, it may provide guidance and direction to interns, junior analysts, or temporary staff involved in special projects.

Knowledge, Skills & Abilities
Strong written and verbal communication skills with the ability to tailor content for executive audiences. Excellent organizational and time management abilities. Ability to handle confidential and sensitive information with discretion. Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Teams, SharePoint). Familiarity with project management tools and data visualization platforms such as Power BI is a plus. Strong analytical and critical thinking skills. Adaptability and ability to prioritize multiple competing tasks.
Minimum Qualifications
Bachelor's degree in Public Administration, Business, Project Management, Political Science, or a related field. Minimum of 4 years of professional experience in project coordination, executive support, operations, or administration. Experience working with senior or executive-level leadership.
Preferred Qualifications
Masters degree (MPA, MBA, or similar) preferred. 5 years of professional experience in project coordination, executive support, operations, or administration. Experience in local government or public sector environments. Certifications such as PMP, Lean Six Sigma, or equivalent.
Work Environment
This position is hybrid-eligible but considered essential. It may require attendance outside of standard operating hours, including evenings, weekends, or holidays.
Lifting Requirements:
Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Work Schedule:
This position follows the Citys hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week,
based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
