The Standards and Specifications Unit provides the Colorado Department of Transportation (CDOT) with M Standard Plans, which are detailed drawings of commonly constructed items used statewide for highway design and construction. It also furnishes CDOT with Standard Specifications for all road and bridge construction projects, specifying measurement, construction, and payment methods. The Unit develops and controls the use of specifications and M Standards, coordinates the revision process of both, and CDOT publications, and offers design support for project managers. It also maintains CDOTs M Standards and Specifications websites and associated sub-websites. About the Position

The Standards and Specifications Process & Innovation Engineer position will encompass diverse responsibilities within the M Standards and Specifications subunits of the Standards and Specifications Unit (SSU). This position will demonstrate creativity, innovation, and technical proficiency, with the capacity to challenge existing paradigms. The position will leverage Generative AI (Gemini), adopted by CDOT to enhance processes, improve performance, and optimize workflow efficiency, particularly in time-consuming tasks such as specification analysis, in-depth research, and critique of policies affecting CDOTs decision-making and project delivery. Your duties and responsibilities will include, but are not limited to, the following: Collaborate with the M Standards Engineer and the Specifications Engineer to facilitate improvements across all aspects of M Standards and Specifications delivery processes. Apply engineering theories, principles, standards, and CDOT policy to the design and preparation of Standard Plans and Specifications for highway projects. Advise, instruct, and guide other professional engineers on Standard Plans and highway safety features. Prepare, publish, and revise the M Standard Plans and Project Special Details for statewide use, and formulate responses to inquiries regarding Standard Plans and specifications by applying uniform statewide policy and procedures. Engage in web design, MicroStation CAD design, and the development of a new unit website, alongside regular posting of bulletins and updates; create, design, and revise websites as directed by the Unit Manager. Set up agendas for internal unit meetings. Organize and attend Specification Committee meetings, review specification and M Standards revisions, and create and update processes and process flowcharts. This includes investigating existing process flows, procedures, and implementing changes to internal processes in coordination with the Specification Engineer, M Standards Engineer, and Assistant M Standards Engineer. Provide training on American with Disabilities/Public Right-of-Way Accessibility Guidelines (ADA/PROWAG) accessible ramps, sidewalks, and other related appurtenances to ensure compliance. Research guardrail and guardrail assemblies, test results, and other roadside design amenities related to highway safety, and construct a guardrail training manual. Other job duties as assigned. Work Environment: Your in-office schedule will primarily be 8:00 am - 5:00 pm work hours, Monday and Tuesday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met. You will work Wednesday, Thursday, and Friday from your preferred remote location. Occasional travel for training others in CDOT offices statewide, minor field investigations, and meetings outside of regular office hours may be required. Required to operate CDOT vehicles. Minimum Qualifications: Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors OR Current, valid licensure as a Professional Engineer from another U.S. states Board of Licensure. If meeting qualifications with an out-of-state PE license, it is a condition of employment to obtain a Colorado PE license within six months of hire. Conditions of Employment: Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks. A current valid drivers license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position. If meeting qualifications with an out-of-state PE license, it is a condition of employment to obtain a Colorado PE license within six months of hire. Preferred Qualifications: The exceptional applicant will be an experienced licensed engineer and will possess the proven ability or accomplishment in the following: Demonstrated success with the duties listed in the Description of the Job section; Years of State service experience related to the duties of this position; Highest work/personal ethics and integrity; Knowledge and experience in civil engineering design and construction; A current working knowledge of engineering processes, theories, laws, principles, conceptual models, and best practices; Knowledge and experience with engineering fundamentals, CDOTs Standard Specifications for Road & Bridge Constructions, MUTCD and M Standard drawings; Experience in training development and delivering training to a diverse audience; Ability to work under tight deadlines and be adaptable to changing assignments; Ability to take initiative to solve problems in an innovative manner; Ability to work with a variety of stakeholders with sensitivity to their needs, priorities, promises made and commitments; Effective interpersonal and relationship-building skills; Strong time and project management skills, including prioritization and multi-tasking ability; Excellent reasoning, investigative, analytical, and problem-solving ability; Excellent facilitation, presentation, and communication skills, both written and oral; Strong attention to technical detail and accuracy; Passion for transportation safety; Fluency in CAD, Bluebeam, Adobe InDesign, Microsoft Office Suite (Word, Excel, PowerPoint), Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.
