Perform difficult work managing the daily operations of the Accounting Division; answering questions and resolving complex issues related to accounts payable, accounts receivable, payroll, general ledger, and capital assets; does related work as required. Work is performed under the general direction of the Assistant Director of Finance. Supervision is exercised over subordinate direct reports. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. Essential Functions/Typical Tasks

Coordinating, preparing, and maintaining financial records and files; preparing financial reports and assisting Assistant Director of Finance. Manages the daily operations of the Accounting Division; assists with the recruitment and selection of division staff; assigns, directs, trains, and inspects the work of personnel; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules. Oversees the maintenance of the general ledger; establishes chart of accounts; reviews account balances for reasonableness, and researches and reconciles any that appear to be incorrect. Assists with the maintenance, security, user attributes and workflow process in the financial software. Reviews weekly accounts payable processing for accuracy and compliance with City's purchasing policy. Reviews bi-weekly payroll processing for accuracy and assists direct reports with timekeeping system functions. Prepares and files various monthly, quarterly, and annual State and Federal reports. Reviews journal entries, reports, and reconciliations completed by direct reports. Assists in the preparation of schedules and spreadsheets for annual external audit and serves as the main point of contact with the auditors. Coordinates preparation of the Annual Comprehensive Financial Report with auditors. Monitors bank account activity. Prepares the necessary data for the annual Continuing Disclosure filing for bonded debt and works with Assistant Finance Director on rating agency presentations and official statement preparation. Initiates bank drafts for Utilities, Accounts Payable EFT's, Payroll disbursements, Retiree, Golf Course, Aquatics Center, Airport, and wires for monthly gas/power purchases and weekly Workers Compensation claims. Oversees the reconciliation of the bank and investment accounts and other general ledger accounts. Tracks capital projects; prepare quarterly cash balance reports for department head use. Prepares annual operating and capital budget for the accounting division. Assists with financial planning and revenue and cash forecasting; assists in the preparation of the annual budget. Assists management, department directors, and others on matters pertaining to finance and budget administration. Conducts internal operational audit studies for various City functions including reporting of procedural analysis and recommended improvements. Perform related tasks as required. Knowledge, Skills and Abilities

Thorough knowledge of the principles, methods and practices of accounting and budgeting as applied to municipal government; comprehensive knowledge of the laws, ordinances and regulations governing City financial matters, grants and programs; thorough knowledge of modern office methods, practices and equipment; thorough knowledge of accounting staff duties and functions; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to establish and maintain effective working relationships with officials, associates and the general public; ability to express technical ideas effectively, both orally and in writing. Education and Experience: Any combination of education and experience equivalent to graduation from an accredited college or university with considerable experience in public finance in an automated fiscal or accounting environment or related field and some supervisory experience. CPA or Certified Local Government Finance Officer certification preferred. Special Requirements
