Under the general supervision of the Community Development Director or one of the managers, performs planning and redevelopment functions involving urban and community redevelopment planning, including coordination of activities for the community redevelopment agencies (CRA)s. The employee may be responsible for a variety planning, community redevelopment and economic development functions, including representing the department before local boards, managing the distribution of planning work to other associates, support staff, and assistants. This position will require job functions related to one or more the City's activity centers. Work assignments are made both, orally and in writing. Work is performed independently within established policies, procedures, and regulations. Work is reviewed through observations, reports, and results obtained. Performs and distributes other work as requested. Examples Of Duties
Prepares reports for the Community Development Director, the Local Planning Agency, redevelopment committees, the City Manager, and various Boards. Assists with the coordination of capital projects for the CRAs Assists with economic development programs and activities including promotion activities and materials to attract new businesses. Provides oversight and coordination with the City's two Main Street Programs. Performs Staff duties for CRA Advisory Committees and Historic and Architectural Review Board. Assists with the implementation of the parking management plan. Reviews and analyzes State legislation to determine consistency of local Comprehensive Plan policies, development regulations, and community redevelopment plans. Prepares amendments to the City Code, Comprehensive Plan, and Redevelopment Plans, and processes them according to local regulation and state law. Interacts with the Public and land developers on land development issues such as site planning, zoning, concurrency, the comprehensive plan, redevelopment plans. Engages in special projects and other similar tasks. Manages and implements redevelopment activities for a specific area including writing grant applications. Attends various board and committee meetings, both as a source of professional information and as a leader and facilitator. Researches property information and historical development plans and files. Performs other assigned duties as assigned. Minimum Qualifications
Bachelor's Degree in urban or regional planning, public administration, business administration or related field; Minimum of one (1) year of professional urban planning or community development related experience is required. Must possess and maintain a valid Florida drivers license. Applicants who possess a valid out of state drivers license must obtain the Florida drivers license within ten (10) days of employment. Knowledge, Skills And Abilities
Knowledge of Florida Statutes related to the Community Redevelopment Act. Knowledge of zoning, planning and redevelopment procedures. Skill in using technical computer applications, such as Geographic Information System, EnerGov, and Bluebeam. General knowledge of historic preservation and practices. Ability to manage community development activities and personnel. Ability to research and analyze data and develop land development regulations and comprehensive plan amendments. Ability to prepare special community development and economic development reports. Ability to communicate clearly and concisely, both orally and in writing. Ability to present information to associates, the public, and before local boards. Ability to work quickly and accurately to meet deadlines. Ability to establish and maintain effective working relationships with associates, other City employees and the public. Ability to handle the pressure of deadlines. Ability to read, write, and interpret technical reports. Ability to operate a motor vehicle in order to review site proposed for development action. Ability to use reasoning and comprehend technical materials. Ability to perform routine and complex tasks. Ability to work in confined areas, and around constant noise. Physical Demands
Ability to speak, read, hear, see, and write the English language. Ability to handle the pressure of deadlines. Ability to read, write, and interpret technical reports. Ability to operate a motor vehicle in a safe and efficient manner. Ability to use reasoning and comprehend technical materials. Ability to perform routine and complex tasks. Ability to sit for periods not to exceed two (2) hours at one time. Ability to lift, carry, push and pull items weighing up to 15 lbs. and not more than 300 yds.
