Director, Foster Care Services
The Director, Foster Care Services is responsible for the strategic and operational leadership of Foster Care Services across Houston and surrounding areas. This role ensures the consistent delivery of high-quality services through the effective oversight of the recruitment and training of foster families, placement coordination, home studies, and supervision of assigned staff and external collaborators. Position Specific Competencies: Develop strategic vision and support operational initiatives to achieve high quality services. Provide administrative leadership that creates and supports a culture of performance, accountability, and consistency for Foster Care Services in all DePelchin service areas. Direct foster care and adoption activities and monitor program performance goals with a focus on growth. Actively participate in meetings, representing staff needs and contribute to planning and problem solving, including supervisory meetings and meetings with collaborative partners/agencies. Provide oversight of orientation and training for foster/adoptive parents. Proactively identify opportunities for new initiatives and projects and ensure the organization is equipped with the capacity, resources and skill to implement them effectively. Develop and implement policies and procedures when needed, communicate changes and oversee implementation to ensure compliance and quality results. Identify opportunities to increase revenue through existing programs and new program development. Research and analyze client or community needs to determine program directions and goals. Develop, oversee and coordinate the preparation and administration of annual departmental budgets to ensure appropriate staffing levels and adequacy of equipment and supplies necessary for providing effective services. Provide ongoing supervision for all direct reports and responsibly assesses job performance at least annually. Assume responsibility for talent management (hiring and retaining quality staff). Create a professional environment promoting individual and team contributions. Ensure service integration and coordination for maximizing outreach activities and meeting growth targets, including developing a network of community contacts and resources. Provide management oversight by fostering a cohesive, performance-oriented team culture and promote the growth and development of program staff. Ensure sound financial management and budget tracking to maximize the quality of client services. Consistently promote continuous quality improvement and operational efficiencies. Actively participate in meetings, represent staff needs and contribute to planning and problem solving, including supervisory and collaborative partners/agencies. Ensure high standards of professional practice and quality service in all service areas. Serve as spokesperson to community groups to interpret the agency's mission, purpose, programs, and policies to foster understanding, engagement and support. Collaborate effectively within DePelchin and other stakeholders, including the Texas Department of Family & Protective Services (DFPS) and other key partners to build and cultivate collaborative relationships that support growth in client services, referral sources, funders and service partnerships. Provide information and statistics for the planning and writing of proposals for grants, donations, contracts and other programmatic documents as required. Coordinates with Human Resources to provide needed orientation and training for program staff. Required Qualifications: Bachelors degree required, preferably in Social Work, Counseling, Marriage and Family Therapy, Psychology or related field. Extensive and appropriate work experience will be considered in lieu of formal degree programs. Master's degree preferred. Child Placing Agency Administrator License (LCPAA) required. Five (5) years full-time clinical or direct service experience with children, adolescents, and families required. Five (5) years prior leadership/supervisory responsibilities in related area of service required. Knowledge, Skills, and Abilities: Knowledge of Social Work practices. Must have excellent written and oral communication skills. Ability to maintain professional, confidential work environment. Ability to work with culturally diverse populations and work force. Ability to work flexible hours which vary according to client needs. Working Conditions: Environment: Hybrid - Office, Community Settings Range of Schedule: Mon
