The Legislative Director for Missouri will work strategically on policy and legislative engagement strategies for Planned Parenthood Great Rivers (PPGR) and Planned Parenthood Great Rivers Action in Missouri. The Legislative Director for Missouri will partner with the VP of External Affairs to implement strategic plans to advance legislation that improve the lives of Planned Parenthood's patients and to fight and stop legislation that would restrict reproductive freedom or hurt the communities PPGR serves. The Legislative Director for Missouri will collaborate on shaping and implementing the organization's grassroots and direct lobbying work and inform the work of PPGR and PPGR-Action's organizing and electoral programs. The ideal candidate will have a passion for engaging with key stakeholders including coalition partners, policymakers, and constituents to ensure the work of PPGR is multi-racial, collaborative, and inclusive of all the communities the organization serves. This individual will possess a strong equity lens that centers the communities disproportionately impacted by health care policies in the state. They will be committed to getting results in a fast-paced environment without sacrificing input or quality, and have the resilience to navigate setbacks with an eye toward new opportunities. This is a hybrid position with flexible location in the St. Louis Region or Missouri with travel requirements, including regular travel to the state capitol in Jefferson City, MO when the legislature is in session, and coalition and/or stakeholder meetings in St. Louis, Columbia or Kansas City. Required physical activities include: long periods on the computer or phone. This position is eligible for the organization's cellphone reimbursement policy. Works closely with the VP of External Affairs to develop a short-term and long-term policy agenda for the organization. Works closely with policymakers and stakeholders on crafting policy language that advances access to sexual and reproductive health care. Offers policy analysis including impact and implementation plans if and when appropriate, and writes and reviews talking points, fact sheets, testimony, letters, and other policy resources. Works to initiate public policy and legislative goals that are in the best interest for PPGR, PPGR patients and to advance sexual and reproductive health care in Missouri. Building and maintaining strategic relationships with policy makers, leading experts, coalition partners, and constituents. Works with, directs and supervises contract lobbyists, as applicable. Maintain registration as a lobbyist in Missouri and ensure compliance with state ethics laws. Builds and maintains coalition partnerships Missouri. Testifies and arranges for testimony on behalf of the organization. Maintains voting records of state and local lawmakers to help inform the organization's electoral program. Collaborates in developing strategies to win/defeat ballot measures. Follows all state and federal election and ethics laws. Recognizes the role of race, income, age, gender identity, immigration status, and other identities in shaping health disparities. Recognizes how one's own identities show up in the work, and welcome, reflect on, and act on feedback with an eye toward continuous learning about race, ability, and other lines of difference. Works to ensure that Planned Parenthood Great Rivers Action is in compliance with all applicable state and federal laws. Demonstrated ability to shape policy and legislative programs and goals. Experience managing projects and programs. Resourceful self-starter with a high level of creative initiative. Effective interpersonal communication skills, rapport-building, and emotional intelligence. Passionate about political advocacy and Planned Parenthood's mission. Comfort and poise as a public speaker/trainer Ability to prioritize, multitask, and meet deadlines with a rapidly-evolving workflow Must have computer literacy and ability to quickly learn new online tools including Google Docs, Slack, and Word Docs. Adhere to PPGR policies that ensure the provision of the highest quality and most professional services to all PPGR clients. Ensure compliance with conditions of 501(c)(3) and 501(c)(4) guidelines for approved activities. Protect PPGR assets from liability. Ensure the physical safety of PPGR clients and staff.
