SCADA TECHNICIAN - PUBLIC WORKS GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: Fully-qualified journey-level position responsible for installing, maintaining, troubleshooting, and repairing the Supervisory Control and Data Acquisition (SCADA) systems used to monitor and control the operations at various plants within the City. SUPERVISION: Works primarily independent requiring individual to be highly self-motivated and directed, with keen attention to detail. Supervision provided by the Director of Public Works, the appointing authority, with day to day supervision provided by the Assistant Director of Public Works or a designee. May also supervise or provide direction to intern, systems operators, maintenance personnel or like level of position. ESSENTIAL DUTIES AND RESPONSIBILITES: The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. Installs new SCADA hardware and software, configuring communication protocols, setting up data points, and integrating with existing systems. Performs regular checks on SCADA components such as Human Machine Interfaces (HMI's), data acquisition devices and communication networks to identify potential issues and ensure optimal performance. Troubleshoots, diagnoses and resolves issues related to SCADA system malfunctions, network connectivity problems, data inconsistencies, and alarm failures. Monitors real-time data from plant network, analyzing trends, identifying anomalies, and generating reports on system performance. Responds to system alarms, identifying the root cause of issues and taking appropriate correction actions. Implements software updates and upgrades to the SCADA system to ensure compatibility and security. Programs, maintains, and upgrades process controls from PLC ladder logic to field equipment for water/wastewater treatment and critical power distribution systems; installs, calibrates and troubleshoots control system components and related instrumentation. Maintains a thorough knowledge of all plant systems, operating and emergency response procedures, and the ability to execute procedures and equipment when necessary, and access the appropriate plant manuals. Supports maintenance and operations activities as required, including assisting in the testing and maintenance of systems and equipment. Coordinates with other City personnel to address system issues and optimize plant operations. Adheres to all safety protocols and procedures consistent with department values, code of conduct, policies, procedures and other standards. Responsible for the selection, recommendation, installation and training of new process control technologies; and the investigation of new developments in the field for possible implementation. Represents the department on various technology related committees. Such other related duties as required. EDUCATION AND EXPERIENCE: Massachusetts licensed journeyman electrician with a minimum of two years work experience. Five years of work experience or more preferred. Valid driver's license. Massachusetts master electrical license preferred. Experience with water treatment and wastewater treatments plants. Massachusetts Water and Wastewater treatment license preferred. SKILLS AND QUALIFICATIONS: Knowledge of client/server and operating systems. Ability to maintain electronic records and databases. Ability to develop electrical control systems and design them in AutoCAD Electrical. Experience with electric utility systems in the development of SCADA, PLCs, and RTUs. Knowledge and experience with Allen Bradley PLC?s drives, and software. Knowledge and experience reading electrical
