Associate Vice President For Finance And Administration
The Associate Vice President provides leadership and direction for the business and finance functions of the institution in coordination with the Vice President. Responsible for the management and oversight of business operations, budget development, financial reporting, student accounts, annual financial statements and the annual financial audit. The Associate Vice President plans, administers and controls the functions of general accounting, automated accounting and other administrative systems, fiscal services, student financial services, grants and contract accounting, accounts receivable, cash management, and tax audits. The Associate Vice President is a valued partner to the Vice President in carrying out the duties of the Office for Finance and Administration, which has significant and broad impact. The Associate Vice President assumes responsibility for this area in the Vice President's absence. Assists the Vice President for Finance and Administration in setting financial policies, budgeting and financial planning for the institution.
Prepare financial reports and perform other duties as directed by the VP for Finance and Administration.
Responsible for establishing accounting procedures and controls for the College. Responsible for the maintenance and development of the computer system for financial operations.
Implements budgets for the College. Monitor budgets throughout the year and work with departments concerning budget issues.
Creates annual wvOASIS Expenditure Schedule and annual WV State Appropriation Request
Responsible for supervising student accounts in the preparation of student tuition bills, posting payments and issuing financial aid refunds.
Responsible for establishing student billing codes, maintaining tuition and fees rules including annual updates for tuition and fees changes.
Responsible for Student AR interface to BANNER Finance.
Perform the accounts receivable reconciliation to BANNER Finance. Supervise personnel with posting of journal vouchers to BANNER Finance.
Work with IT Services and West Virginia Networking on BANNER issues, upgrades, problems and bringing up new BANNER modules.
Responsible for oversight of year end close procedures and general ledger role.
Provide information as required to external auditors and other State agencies such as the WV State Treasurer and the WV State Auditor's office. Responsible for formulating of responses to audit findings and implementation of necessary corrective actions.
Prepare 1098-T tax forms for the entire student population. Prepare tax file to be submitted to the IRS. Answer student/parent questions concerning 1098-T's.
Responsible for supervising accounting staff in daily operations.
Responsible for position creation and changes in wvOASIS Human Resource Management (HRM) System.
Assists in monthly reconciliation of the College's wvOasis bank accounts and assures that unreconciled items are cleared in a timely manner. Reconciles various general ledger accounts as required.
Prepares journal entries and assists in preparing the College's external audited financial statements. Develops new financial reports from BANNER Finance and prepares ad hoc reports as needed.
Assists the Vice President with various special projects, including those directed by the President or Board members. Frequently interacts with the President's Cabinet and Board.

Knowledge of General Accepted Accounting Principles (GAAP) and current Governmental Accounting Standards Board (GASB) pronouncements Experience in the preparation of financial statements BANNER Student AR and Finance experience preferred wvOASIS System experience preferred Proficient in MS Excel. Bachelor's degree in Accounting, Business Administration, or related field, MBA or CPA preferred. At least five years of relevant experience, preferably in public higher education. Any combination of education and experience that provides the required skills and ability. Prolonged periods of sitting at a desk and working on a computer. Must be able to lift 15 pounds at times.
