Right of Way Appraiser I/District Six - Valuation This position will contribute to the agency by performing quality review of real estate appraisal reports for negotiation purposes. This role also involves completing Value Finding Appraisal Reports for internal use. It will also perform Cost Estimates for Work Program and Planning and Design teams. The cost estimating process involves working with project managers and other personnel in various departments and analyzing property impacts. It requires the review and approval of invoices for services rendered. This position will also provide estimates of market value and market rent for FDOT surplus properties. Right of Way Administration/1000 NW 111 Avenue Miami, FL 33172 $ 63,474.48 - $82,143.45 This position will conduct appraisals by way of field visits. Performs all types of complete narrative appraisals and complete reviews on all types of appraisals and cost estimates, including more complicated appraisals with unusual physical features, limitations, or restrictions on all types of properties. This includes all appraisal purposes. All in accordance with established deadlines. Prepares complete Right of Way Cost Estimates according to Florida Department of Transportation's guidelines. All in accordance with established deadlines. Maintains current and complete Appraisal and/or Appraisal Review Production reports and/or logs. Review of the Right of Way management System for completeness. Interacts with various Appraisal, Governmental and Right of Way organizations and agencies. Approves invoices in a timely manner Knowledge of: Knowledge of Uniform Standards of Professional Appraisal Practice (USPAP). Skills in: Skilled at written communication and production of quality appraisal and appraisal review reports, memorandums, letters, and other business reports. Skilled in oral communication necessary to relate, implement, and follow through on required actions. Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software. Skilled at both personal and project related planning and organizing. Ability to: Ability to perform and review complex eminent domain appraisals. Ability to accomplish assignments with no minimal supervision or assistance. Ability to understand right of way maps and highway and bridge construction plans, and understand the impact of a project on real estate values. Ability to suggest alternative construction locations or techniques that would lessen the impacts on affected properties. Ability to quickly assess factors that significantly impact recommended compensation, appraisal complexity, contracting and production processes. Ability to calculate professional staff hours required to appraise a specific parcel or property. Ability to identify, research and assess pertinent market data. Ability to form effective working relationships with numerous persons internal and external to the Department. Ability to quickly adapt to, and carry out, changes. High school diploma or its equivalent and eight (8) years of appraisal experience or prior experience as a Right of Way Appraiser I or II or four (4) years of appraisal experience and a bachelor's degree from an accredited college or university or graduation from the FDOT Real Estate Level III Training Program and one (1) year of right of way appraisal experience, or current certification as a residential or general appraiser.
