Organization: Higher Education Work Location: Ohio Department of Education, 25 South Front Street, Columbus, 43215-4104 Schedule: Full-time Compensation: $90,000-$110,000 Primary Job Skill: Planning and Development Technical Skills: Budgeting, Accounting and Finance, Construction Maintenance, Facilities Management, Real Estate, Board and Commission Compliance, Facilities Maintenance & Inspection Professional Skills: Active Learning, Adaptability, Attention to Detail, Collaboration, Critical Thinking, Written Communication Job Description: Director, Capital Planning and Development - Administrative Staff and unclassified pursuant to 124.11 (A) (30) and 3333.03 of the Revised Code. Serves at the pleasure of the Chancellor and in a fiduciary capacity to the Ohio Department of Higher Education. Reports to the Vice Chancellor of Finance. Responsibilities include: Supervising institutional and agency capital efforts including the capital planning team. Coordinating the development of the biennial capital budget recommendations for ODHE and public institutions of higher education. Leading the process for collecting and reviewing six-year capital plans and other capital planning exercises for ODHE and public institutions of higher education. Overseeing the review and approval process for capital-related Controlling Board requests on behalf of ODHE. Serving as a higher education liaison to OBM, LSC, and the House and Senate Controlling Board members and staff. Overseeing the review and approval process for Joint Use Agreement (JUA) and Action Fund requests. Providing technical assistance and training to institutions of higher education regarding their Controlling Board, JUA, and Action Fund requests as well as other Ohio Facilities Construction Commission (OFCC) rules and construction questions. Overseeing development and updating of training tools and materials that would be available on ODHE's website to assist institutions. Overseeing the Strategic Square Footage Reduction program. Collaborating with higher education financial oversight analyst regarding savings and efficiencies that might be achieved through capital planning and a space analyses of institutions in fiscal distress. Providing input and assisting with fee pledge requests from institutions. Coordinating and assisting with policy development for capital planning and construction. Reviewing and providing feedback on proposed capital legislation that impacts ODHE and public institutions of higher education. Reviewing and analyzing data submitted by higher ed institutions to ensure accuracy and providing input on the development of metrics for a dashboard. Leading development of ODHE's capital strategic plan and keeping it updated, as needed. Communicating allowable capital expenditure guidelines and Ohio Revised Code limitations to agency stakeholders. Overseeing the team's processes for reviewing vendor information and threshold amounts; monitoring institutions to ensure they have demonstrated evidence of continuous insurance on property; processing of capital requisitions and vouchers authorized for payment; and customer support processes. Representing ODHE with OFCC on issues, updating rules, and ensuring compliance with all regulations. Developing and managing programs to support implementation of campus energy efficiency projects. Representing and presenting at meetings with state agencies, colleges and universities, and other stakeholders on matters related to capital planning and construction. Assisting in completion of surveys related to Ohio's capital funds. Supporting and potentially leading the Ohio Higher Education Facility Commission on behalf of ODHE. Other Duties: Acts on behalf of the Vice Chancellor, Finance and Data Management when necessary. Represents the agency at external meetings when necessary. Completes performance evaluations, reviews leave requests, and works with Human Resources on sensitive and confidential matters including professional development, training, and discipline of assigned staff. Qualifications: Minimum Qualifications: Bachelor's degree in finance, capital planning, construction, or related fields. Excellent oral and written communication skills. Proficient in the use of word-processing, database, and spreadsheet software. Preferred Qualifications: Master's degree in finance, capital planning, construction, or related field. Capital planning experience at an institution of higher education. Knowledge of the Higher Education Information system or similar state data systems. Knowledge and experience in state policy. Knowledge of and experience in state government purchasing rules, regulations, and procedures.
