Government Relations Specialist
The position is responsible for the successful development and implementation of the Board of County Commissioners' government relations activities at all levels of government on a continuous basis. Requires frequent interaction with Commissioners, Administration leadership, elected officials and staff at all levels of government, and interested stakeholders. Also serves as the Liaison Officer under Emergency Management, a defined command function. Additionally, engages on occasional, unannounced strategic projects as directed by the Board of County Commissioners and/or County Administrator; other duties as assigned. Work closely and collaboratively with executive staff to effectively promote all legislative positions and policy strategies to critical stakeholders to achieve desired outcomes. Coordinates the resolution of differences between Hillsborough County BOCC and other political jurisdictions through conferences and discussions. Promotes mutually beneficial and cooperative relations between the County and other government agencies at the local, state, and federal levels. Ensures that timely, appropriate, and accurate information is provided to stakeholders. Oversee correspondence with external stakeholders, including but not limited to legislative staff and other government agencies. Coordinates the County's contacts and communication with federal, state, and other local government officials and agencies. Communicates, the County's position on pending legislation to local, state, federal legislative bodies, lobbyist, executive staff, departments, community organizations, and local agencies at various functions. Coordinates efforts involving the acquisition of grant funding for the County, stays up to date with grant opportunities available to the County, and coordinates and assists with the writing, submission and follow-up of grant applications. Serves as the Liaison Officer under Emergency Management, a defined command function. Engages on occasional, unannounced strategic projects as directed by the Board of County Commissioners and/or County Administrator. Attends and participates in professional and community group meetings on behalf of the County Administrator/GRSS Chief Administrator, and elected officials; Stays up to date with local issues and new trends in the field of intergovernmental relations. Analyzes legislation and recommend appropriate agency response. Solicits and analyzes input from city departments on the impact of proposed legislation. Prepares comprehensive reports to communicate the county's priorities and policies. Other related duties as assigned. Critical thinking, decision making, communication, strategic planning, managerial/operational skills, leadership, analytical ability, and managing complexity are also required. Job specifications include: Knowledge of the assigned human resources functional area. Knowledge of Federal, State, and local laws and regulations, and agency policies affecting the assigned human resources functional area. General knowledge of human resources practices and understanding of how one action may impact different functional areas. Skills in making presentations to small and large groups. Ability to conduct research, collect, interpret and analyze data to understand workforce trends and patterns and develop logical conclusions. Ability to evaluate the effectiveness of programs and work processes. Ability to communicate effectively both orally and in writing. Ability to collaborate and work effectively with others. Ability to use a computer and related software. Physical requirements include: Frequently sitting or standing at a desk or table. Requires excellent hearing and vision. Frequently indoors in an office environment Frequently travels locally and beyond, including travel necessitating overnight stays. Work category is sedentary work. Minimum qualifications required include: Bachelor's degree from an accredited college or university is required; AND At least 5 years of relevant government and/or lobbying experience at the local, state, and/or federal levels; AND Valid Class E Driver License; OR An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.); AND Valid Class E Driver License Emergency management responsibilities include responding promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration before, during or after the emergency/disaster.
